Position Summary:

Search is looking for an experienced Project Finance Manager for an anticipated US government funded project. This position reports to Search’s Chief of Party. The project aims to meet the immediate and medium-term prevention and response needs of religious and ethnic minority (REM) populations in target countries in order to address significant political and socio-economic shocks and unexpected stabilization, conflict mitigation, human rights and atrocity prevention needs. 

 Location: Tunis, Tunisia

The project finance manager is the lead member of the finance and administration project team, and will be responsible for all aspects of field financial data management as well as the management of the grant and contracts from ‘proposal to close-out’. They will ensure field accounting procedures conform to good practice and company policy as well as donor regulations on grants and contracts financial management. The project finance manager will 1) lead the set-up of project financial management and core operations systems, 2) develop standard operating procedures for financial management and accounting in accordance with USAID donor policies and procedures, 3) perform financial management and accounting in a professional, efficient, effective, and compliant manner to maintain and strengthen the effectiveness and confidence of the donor. 

 Job Responsibilities:

  • Coordinate the designing of grant and contract budgets with project team, ensure appropriate sign-off and processes for accuracy and reliability,
  • Lead finance section of the new award start up meetings,
  • Set up award in financial system, establish compliance check plans to review transactional compliance with internal control policy and procedure, as well as donor rules and regulations,
  • Oversee day-to-day operations and financial management of the project,
  • Ensure that all project financial transactions are allowable, reasonable and allocable and within the established financial management policies of SFCG and USAID,
  • Provide the necessary managerial, logistical and administrative support required for the fulfillment of deliverables including budget, finance, human resources management, general services/facilities and logistics,
  • Monitor spending in relation to budgets within donor specified line-item flexibility 
  • Monitor fiscal performance for the project; identify significant over/under expenditures and implement corrective action,
  • Monitor drawdowns and payments due from donor, 
  • Coordinate input for the annual budgeting process with the Chief of Party and any sub-recipient organizations, 
  • Respond to audit requests from donors, develop financial management tools, and manage close-out processes, 
  • Keep track of audit requirements and support field offices as needed during audits and expenditure verification,
  • Review and audit sub-grantees’ reports, budgets, expenses, and proposals to ensure compliance with USAID regulations and maintenance of accurate financial reports,
  • Provide financial risk analysis support needs on the project level,
  • Prepare accurate financial reports for timely submission to donors in compliance with the financial reporting requirements of the donor,
  • Relay new and updated Search policies, guidelines, and procedures to the project team, 
  • Other duties assigned by Controller.

Critères d'éligibilité

  • Master’s degree in accounting, finance, or relevant field required; CPA or MBA preferred,
  • Minimum 5 years of progressively responsible professional experience in accounting operations, with 3 years or more in the INGO sector directly related to field office accounting, as well as experience with contracts/grants from federal agencies,
  • Experience with accounting/finance in an overseas field office on development projects with budgets over $5 million dollars,
  • Extensive knowledge of US Government policies, procedures, procurement practices, rules, regulations, and reporting requirements,
  • Knowledge of, and experience with, accounting software packages and related report writing modules; Working proficiency with databases, spreadsheets (Excel), QuickBooks, and Microsoft Office,
  • Previous supervisory experience, including direct supervision of a team of operations and financial staff,
  • Strong financial analysis, budgeting, and management skills, written/oral communication skills, and data management, analytical, and computer skills,
  • Strong interpersonal and communication skills (including in making presentations),
  • Ability to interact effectively with staff regarding detailed financial information and business-related inquiries into financial matters in a highly diverse multicultural environment,
  • Demonstrated commitment to teamwork in a fast-paced work environment,
  • Highly organized and detail-oriented with the ability to meet prescribed and self-imposed deadlines,
  • Strong written and verbal communication skills in English.
