Kebili and Tataouine

 

Background

The Natural Resource Governance Institute (NRGI) is implementing the “Promoting democratic space for marginalized communities in oil-producing areas of Tunisia” project with funding from the United Nations Democracy Fund (UNDEF). The four-year project aims to support a peaceful democratic transition in Tunisia by bridging the gap between the government and marginalized oil-producing communities in Tataouine and Kebili and seeks to empower local CSOs to adequately represent local community demands while holding the government accountable, therefore promoting sustainable and constructive dialogue. As part of this project, NRGI built on its existing partnerships and programming in Tunisia and has been working on establishing and improving the capacity of two networks of CSO actors in Tataouine and Kebili to undertake an effective mediating role between local communities and street-level activists and the government through a series of workshops and training.

Purpose of the Call

The Capacity Building component forms a fundamental pillar of this project, aiming to reinforce the skills and knowledge of Civil Society Organizations in marginalized oil-producing communities.

NRGI is seeking skilled experts specializing in project design and management. The workshops will focus on equipping CSO participants with advanced project creation, planning, and management skills. Key areas of training will include identifying community needs, developing well-structured project proposals, effective budgeting, and resource management, as well as monitoring and evaluating project impact. The objective is to enable these CSO actors to independently conceive and implement projects that address local issues effectively and sustainably.

We are looking for experts who can offer practical and interactive training, specifically tailored to the unique dynamics of the Tataouine and Kebili regions. The training should be directly applicable, allowing participants to promptly implement their newly acquired skills in real-world scenarios.

Consultancy Responsibilities and Deliverables

The expert will be guided by NRGI to deliver the following:

  • Conducting 2 training sessions (preparation, presentation, and follow-up):
  • A first training: 1 Day for Tataouine Network: 20 January 2024 in Djerba
  • A second training: 1 Day for Kebili Network: 10 February 2024 in Djerba
  • Facilitate interactive exercises, practical role-plays, and case studies focused on project design to encourage participants to apply learned skills to real-life project scenarios.
  • Guide participants in developing actionable project plans. Emphasize addressing local challenges and opportunities within the Tataouine and Kebili contexts.
  • Create pre- and post-training evaluations to assess participants’ understanding and application of project design principles.
  • Develop and deliver comprehensive training materials related to project design and writing proposals.
  • Ensure that these materials are sent to NRGI post-training for distribution to participants.

Critères d'éligibilité

  • It is expected that the expert will possess the following qualifications:
  • A graduate degree in a relevant field, such as project management, development studies, business administration, or related areas.
  • Proven experience in designing projects, particularly within the context of civil society or non-profit sectors.
  • Familiarity with project lifecycle, from conception to implementation and evaluation.
  • Demonstrated ability in writing successful funding proposals, including an understanding of the requirements and standards of different funding bodies.
  • Experience in delivering interactive, practical training sessions that engage participants in hands-on learning.
  • Ability to conduct workshops on project design methodologies, proposal development, and budgeting.
  • Solid knowledge of the roles, responsibilities, and challenges faced by CSOs, particularly in project management and funding acquisition.
  • Excellent communication and presentation abilities to effectively convey complex concepts and facilitate learning.
  • Capability to lead interactive exercises, workshops, and case studies related to project design and proposal writing.
  • Knowledge of the civil society sector in Tunisia, with an understanding of the local context, especially in regions like Kebili and Tataouine.
  • Experience working in or with CSOs based in the Kebili and Tataouine regions is preferable.
  • Strong attention to detail and the ability to meet tight deadlines in a dynamic training environment.
  • Fluency in Arabic and French is required, to effectively communicate with a diverse participant group.
