Project Title

Inclusive Green Finance to Support Green Entrepreneurship in Tunisia

  1. Background and context

As part of its commitment to promoting sustainable economic growth and green jobs, EFE Tunisie is implementing the project “Inclusive Green Finance to Support Green Entrepreneurship in Tunisia” in partnership with SPARK under the EU-funded Green Forward Programme and Danish Chamber of Commerce (DCC) through the DAPP Youth Inclusive Entrepreneurship Programme (YIEP).

The project seeks to strengthen Tunisia’s green entrepreneurship ecosystem by improving the capacities of Business Support Organizations (BSOs), particularly Microfinance Institutions (MFIs), to deliver inclusive green finance services and support green entrepreneurs.

The project will also capitalize on EFE Tunisia’s strategic partnership with MedWaves (UNEP/MAP Regional Activity Centre for Sustainable Consumption and Production), which will provide technical expertise and green entrepreneurship methodologies.

  1. Assignment Objective

EFE Tunisia is seeking an experienced Project Coordinator to lead the operational coordination and implementation of the project over a six-month period.

The consultant will ensure the effective planning, coordination, monitoring, and reporting of all project activities while serving as the primary focal point between EFE Tunisia and project partners, including SPARK, DCC, MedWaves, participating Business Support Organizations, Microfinance Institutions, and other ecosystem stakeholders.

The consultant will contribute to the achievement of the project’s overall objective of strengthening Tunisia’s green entrepreneurship ecosystem by improving access to green finance and reinforcing the capacities of entrepreneurship support organizations.

 

  1. Scope of the Assignment

The consultant will provide overall operational coordination of the project and ensure the successful implementation of all planned activities.

Key responsibilities include, but are not limited to:

  1. Overall Project Coordination
  • Develop and maintain the project implementation workplan.
  • Coordinate project implementation in close collaboration with EFE Tunisia’s technical, finance, and MEL teams.
  • Serve as the main focal point for coordination with SPARK, DCC, MedWaves, and other project partners.
  • Monitor implementation progress against agreed timelines and project outputs.
  • Identify implementation risks and propose mitigation measures.
  • Organize and document coordination meetings.
  • Prepare periodic technical reports and contribute to donor reporting requirements.
  • Ensure compliance with donor visibility, procurement, and reporting requirements.
  1. Green Finance Networking Event

The consultant will coordinate the planning and delivery of the Green Finance Networking Event by:

  • Mapping and engaging relevant ecosystem stakeholders;
  • Coordinating participation of financial institutions, investors, BSOs, SMEs, and development partners;
  • Coordinating event logistics and implementation;
  • Facilitating networking and business-to-business/business-to-finance matchmaking activities;
  • Producing the event report, including lessons learned and recommendations.
  1. Coaching Programme for Business Support Organizations

The consultant will:

  • Coordinate the design and implementation of the coaching programme;
  • Support the selection and onboarding of coaches;
  • Coordinate coaching schedules and beneficiary follow-up;
  • Monitor coaching quality and progress;
  • Consolidate coaching results and lessons learned.
  1. Green Business Training Programme

Working closely with the EFE Tunisia Training Director, the consultant will:

  • Coordinate the implementation of Green Business training programmes for BSOs;
  • Coordinate trainers and participant management;
  • Supervise implementation logistics;
  • Support training quality assurance;
  • Coordinate the collection and analysis of training evaluation data together with the MEL team.
  1. Green Finance Toolbox Adaptation

The consultant will:

  • Review existing Green Finance tools and methodologies, including resources developed by MedWaves and project partners;
  • Coordinate the contextualization of the Green Finance Toolbox for Tunisia in collaboration with selected BSOs;
  • Organize pilot testing with selected BSOs;
  • Consolidate stakeholder feedback;
  • Coordinate the validation process and finalization of the Toolbox.

 

  1. Expected Deliverables

The consultant will be expected to deliver, at a minimum:

  1. Required Qualifications

The successful consultant should possess:

  • A Master’s degree in Finance, Economics, Business Administration, Entrepreneurship, Sustainable Development, Environmental Management, or a related field.
  • At least seven (7) years of progressively responsible experience in managing donor-funded development projects.
  • Demonstrated experience in green finance, entrepreneurship development, SME support, private sector development, or sustainable economic development.
  • Proven experience coordinating multi-stakeholder projects involving public institutions, financial institutions, Business Support Organizations, and development partners.
  • Experience organizing capacity-building programmes, coaching initiatives, and networking events.
  • Good understanding of Results-Based Management (RBM) and donor reporting requirements.
  • Excellent project management, coordination, communication, and stakeholder engagement skills.
  • Excellent analytical and report-writing skills.
  • Fluency in English and French (written and spoken); Arabic is considered an asset.
  • Excellent command of Microsoft Office applications.
  1. Duration and Level of Effort

The assignment will be implemented over six (6) months, with an estimated level of effort of up to 70 working days.

The consultant is expected to maintain regular availability throughout the implementation period and participate in coordination meetings and project activities as required.

  1. Reporting Arrangements

The consultant will report directly to the Chief Executive Officer of EFE Tunisia and will work closely with:

  • EFE Tunisia Training Director;
  • Monitoring, Evaluation and Learning (MEL) Expert;
  • Finance and Administration Team;
  • SPARK Programme Team;
  • DCC Programme Representatives;
  • MedWaves technical experts.

The Danish Arab Partnership Program (DAPP) was established in 2003 by the Danish Ministry of Foreign Affairs (Danida). The current phase of the DAPP (2022-2027) focuses on employment and human rights in the MENA region, with a primary focus on youth. The activities focus on Morocco, Tunisia, Egypt, and Jordan, and address some of the root causes of youth migration to Europe. The objective of the Youth Employment and Entrepreneurship Programme (YEE) is to increase youth employment through entrepreneurship and enterprise development. To achieve this goal, YEE is implementing the Youth Inclusion and Employment Project (YIEP), which has as its main outcome that young women and men have increased employability and engage in entrepreneurship.
