Job Description

Project Assistant in Administrative, Financial and Logistics Management

Full-time Position

 

Geographical area: position based in Tunis (potential travels to Libya and other geographies depending on projects’ needs).

The Project Assistant in Administrative, Financial and Logistics Management will work within the Tunis office, Tunisia being the first country of intervention of Expertise France in the world. Expertise France implements about twenty projects in Tunisia and Libya supported mainly by donors from the European Union, AFD and the French Ministry of Foreign Affairs, and whose main areas of intervention are:

  • Democratic governance and human rights;
  • Democratic, economic and financial governance;
  • Peace, stability and international security;
  • Sustainable development, climate and agriculture;
  • Health and human development.

The Project Assistant in Administrative, Financial and Logistics Management is under the hierarchical authority of the Head of Project – MENDAMI 2 – Libya and in connection with the various departments involved in the Libya project portfolio in Tunis and Paris.

Project MENDAMI 2 aims at strengthening the national blood transfusion system in Libya. This scale-up project is a continuation of the MENDAMI project (2019-2022), with an institutional anchoring at the National Regulatory Authority for Blood Services level created in late 2022, The overall objective is to contribute to making the Libyan blood transfusion system resilient and able to withstand sudden changes at local and national level through the integration of a quality management system according to WHO standards.

 

MISSIONS

The main missions entrusted to the Project Assistant in Administrative, Financial and Logistics Management are as follows:

 

  1. Financial and Budgetary follow-up:
  • Assistance in coordination of project budget monitoring in support of the Heads of Components and the Head of Project;
  • Assistance in coordination with the Finance team of the Mutualised Support Unit in Tunis on the monthly follow-up of the project, the interim budget deadlines (Reporting, Initial and Revised Budget, etc.);
  • Assistance in coordination with the various CAM departments: 
    • Legal and Purchasing Department: Support for setting tender documents and management of the examination and contracting of procurements, verification of purchase orders, minutes and purchase contracts;
    • Financial service: Verification of invoices sent to the Finance department and monitoring of payments of service providers, follow-up of the creation of third-party forms on internal software ATLAS, follow-up of reallocations and shared assignments, etc.

 

  1. Administrative monitoring and archiving:
  • Management of the administrative files of international (short and long terms) and Libyan employees: preparation of visa files and passport applications at the Embassy of France in Libya;
  • Monitoring the archiving of all documents related to portfolio projects, in particular financial and legal administrative documentation.

 

  1. Logistics:
  • Organization of expert missions on an international scale: management and logistical organization of workshops, trainings, events related to Libya and Tunisia with beneficiary institutions and partners, organization of study visits abroad including supervision of visa files, assistance in coordination with consular services, assistance to beneficiaries and partners, management and logistical organization on the operational, health and security level;
  • Support for suppliers management.

 

POSITION OF THE JOB IN THE ORGANIZATION CHART 

Hierarchical and functional relationships

Under the hierarchical authority of the MENDAMI 2 Head of Project and in functional liaison with the various departments involved in the Libya project portfolio in Tunis and Paris.

 

ELIGIBILITY REQUIREMENTS

PROFESSIONAL EXPERIENCE:

  • Minimum experience of 5 years in Management, Administration and Logistics.
  • Experience in the field of GOs, NGOs and development projects.
  • Experience in monitoring the implementation of EU-funded projects would be an asset.

REQUIRED SKILLS:

  • Higher education of minimum bachelor in Finance, Administration, International Affairs and logistics.
  • Rigor, autonomy and organization
  • Reactivity, adaptability
  • Neutrality, impartiality, discretion, confidentiality
  • Interpersonal skills, teamwork, within multi-site teams;
  • Perfect mastery of office tools;
  • Excellent analytical and writing skills;
  • Excellent written and oral expression in French, Arabic and English.
