Background

Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) is a USAID program implemented by Deloitte Consulting, which aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy.  Deloitte, alongside a team of partners, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize.  The project works in 12 governorates, 33 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.

Job Summary

The Operations Officer will be responsible for day-to-day operational support for the TADAEEM Project, including procurements, administrative and logistical support.  He/she will assist with strengthening overall operational efficiencies, identifying issues and implementing solutions to improve operational workflow, processes and procedures.  The Operations Officer will work closely with the team to ensure project resources and USAID funds are managed responsibly to achieve project objectives.  The position will be based in Tunis.

Specific Tasks

  • Support DCOP Operations in the overall management of the project operations
  • Coordinate across all project departments to provide day-to-day logistics and operational support
  • Assist management in improving operational processes and ensure that policies, procedures and issues are communicated to staff
  • Coordinate with various teams, including Technical Team, Security, MEL, Administration, etc. on logistical support for project activities, official meetings, trainings and events
  • Assist with travel and lodging accommodations for project staff, as needed
  • Manage the end-to-end procurement life cycle, including market research, sourcing, RFQ/RFP, negotiations, bid evaluation, cost analysis, drafting goods/services agreements, and coordinating with Finance to deliver vendor payments and obtain vendor payment and delivery receipts
  • Ensure thorough records management system and processes, including electronic archiving of all necessary project records, audit files and contract deliverables
  • Help ensure that the project is adhering to USAID rules and regulations, as well as Deloitte policies and procedures and local regulatory requirements
  • Collaborate and support colleagues in driving the completion of activities
  • Perform other duties as assigned by supervisor or project leadership

 

Reporting Relationship

The Operations Officer will report to the Deputy Chief of Party, Operations.

 

Critères d'éligibilité

  • 7+ years of relevant work experience in an operations/administration and procurements role Knowledge of government procurement best practices
  • Demonstrated work experience in contract negotiations and managing large scale procurements
  • Advanced expertise in Microsoft Excel, including use of complex formulas, pivot tables and produce database reports for management reporting
  • Must be able to conduct business in French, Arabic and English
  • Strong organizational skills and high attention to detail
  • Data analytics, tech, finance and quantitative background is a plus
  • Past experience with international donor organizations is a plus
  • Ability to work extra/irregular hours and weekends and willing to travel throughout Tunisia
  • Must take initiative with minimal supervision, balance multiple tasks in a fast pace environment and meet deadlines
  • Customer service attitude and responsiveness and enjoy supporting multiple internal teams
