It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Tunisia office works towards advancing national priorities in the areas of Governance and Women’s Political Participation, Women’s Economic Empowerment, Ending Violence against Women and Women, Peace and Security.The Representative is based in Tunis, Tunisia with regular travel to Libya.To support its programming and particularly the setting up of new programmes, UN Women Tunisia office is looking to hire a Programme Associate to support projects in Tunisia.

 

 

Under the direct supervision of UN Women Programme Specialist, the Programme Associate will support the staff in implementing programme activities in line with UN Women rules and regulations, communicating and reporting on results, and engaging with programme partners and stakeholders.

 Provide administrative and logistical support to the formulation and management of programmes

  • Provide administrative support in the preparation of program work plans, budgets, and proposals on program implementation arrangements, including tracking the delivery of funds;
  • Undertake all logistical, administrative, and financial arrangements for organization for meetings, workshops, events, and missions;
  • Support travel arrangements, including travel requisitions and claims;
  • Draft minutes in meetings, as delegated;
  • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team;
  • Organize and coordinate filing of documents; maintain mailing lists;
  •  Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;
  • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches, and position papers, in collaboration with the Programme team;
  • Provide administrative support to the financial management of programmes
  • Create projects in Quantum, prepare e-requisitions, budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
  • Prepare non-PO vouchers for development projects;
  • Process payment for consultants, as delegated;
  • Create requisitions in Quantum for development projects.

Provide administrative support to resource mobilization

  • Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.

Consultants are expected to be equipped with all materials and equipment needed to perform their tasks, for example laptop, software etc..

Education

  • Bachelor’s degree or equivalent in social sciences, human right gender/women’s studies, international development, business, or a related field is required;
  • A Master’s degree or equivalent is an asset;
  • A project management certificate (PMP) is an asset.

Experience

  • At least 2 years of relevant work experience at the national level in the development of programme/project implementation, with a particular focus on gender;
  • Demonstrated experience in event management;
  • Demonstrated experience in working on gender equality and governance;
  • Demonstrated experience in overseeing the production of knowledge products, videos, social media content, and/or graphic design

Language Requirements

  • Fluency in French and English is required;
  • Knowledge of another official UN Language is an asset.

Computer requirements

  • Proficiency with computer skills including Microsoft office (required), and Adobe Premiere (asset).

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Education 10 points
  • Criteria 2: Experience 50
  • Criteria 3: Language and computer 10 points

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula:(Lowest Bid offered*)/ (Bid of the Consultant) x 30.
  • ‘Lowest Bid Offered’ refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

  • Interested Individual Consultants must submit the following documents/information to demonstrate their qualifications:
  • UN Women Personal History form (P-11) which can be downloaded from http://www.unwomen.org/about-us/employment;
  • Personal CV; and financial proposal; Proposed daily rate.
  • A cover letter with a brief presentation of your consultancy explaining your suitability for the work and link to portfolio of work.

The above-mentioned documents should be merged into a standalone file including all of them, since the online application submission does only permit to upload one file per application. Incomplete submission can be a ground for disqualification.
