Job Summary:

Every employee of IRI is responsible for carrying out the Mission of IRI and demonstrating the core values in their day-to-day operations.

The Program Officer (PO) takes a leading role in the design, planning, and implementation of IRI’s programs in Tunisia. He/she reports to the Resident Program Officers (RPO) and the Resident Program Director (RPD). The PO works with other IRI staff in the Tunis office as well as staff in IRI’s Washington DC headquarters to achieve the goals of the Institute’s Tunisia programming. S/he closely monitors and analyzes political and economic developments in Tunisia, leads the execution of program activities, and assists with monitoring and evaluating impact.

Please note: The health and safety of staff is an IRI priority. Due to the COVID-19 pandemic, the IRI Tunisia office is currently operating at limited capacity. Staff are expected to work in the office from 9AM to 5PM on 2-3 assigned days per week. On the remaining days, they are expected to work from home from 9AM to 5PM. 

Position Requirements   :

• Undergraduate degree in political science, international relations, or related field (graduate degree preferred);
• 3-5 years of experience in politics, civil society, public administration, or other relevant field;

• Demonstrated knowledge of the Tunisian social, political and civil society context;
• Familiarity with democracy and governance assistance, including involvement in electoral, human rights, or rule-of-law projects;  
• Strong organizational skills, execution of tasks, and attention to detail;
• Ability to manage diverse activities, prioritize tasks, and meet deadlines; 
• Ability to work independently and as a member of a team, and coordinate effectively with others to meet program goals;
• Excellent verbal and written communication skills;
• Excellent proficiency in English, Arabic and French; 
• Proficiency with Microsoft Office Suite.

Primary Functions & Responsibilities:

• Take a leading role in planning, organizing, and conducting program activities, including in-person or virtual training sessions, consultations, and meetings;
• With guidance from the RPOs and the RPD, design and/or co-facilitate program activities, providing creative and innovative solutions to challenges, and adjusting program implementation according to the political context;
• Serve as IRI’s liaison with partners in civil society, political parties and national government, including through: drafting correspondence in Arabic, English and French; representing IRI at meetings with partners; and contributing to IRI’s social media outreach efforts;
• Translate or oversee translation of training materials and other documents from/to Arabic, English and French, and provide or make arrangements for consecutive interpretation during activities as assigned;
• Lead the activity reporting and MEL processes in collaboration with the MEL specialist, including activity sign-in sheets, surveys, reports, and quarterly follow-up;
• Manage communication with subawardees as assigned;
• Travel to regions for conducting or observing program activities as needed;
• Conduct desk research on program-related topics and monitoring of media outlets and partners’ websites and social media profiles;
• Ensure full compliance with IRI financial procedures, policies and rules, as well as work plans and program budgets by ensuring that activity costs are within program budget;
• Performs other duties as assigned.
