FHI360 is currently recruiting for the position of Program Development Advisor for the organization’s USAID Tunisia Resilience and Community Empowerment (TRACE)/ Ma3an program, which will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) Tunisian capabilities to P/CVE are enhanced, and 3) improved capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 33 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), Ma3an will consolidate democratic progress while fostering social cohesion in target areas.

Job Summary

The Program Development Advisor (PDA) will work in close coordination with the Senior Program Development Manager and the program & Grants team, as well as technical and ME&L teams to identify, develop and implement Community Resilience Activities (CRA) and Community Support Activities (CRA) within the objectives of the Ma3an program and USAID regulations. S/he will report to the Senior Program Development Manager.

The PDA role is to manage support to the five Ma3an regional offices in program development and activity proposal work. The PDA will coordinate with the regional teams in developing activity proposals and ensure compliance with FHI360 standards and USAID compliance. S/he work with the Monitoring, Evaluation and Learning (ME&L) team and the Sustainability team to develop M&E and Sustainability plans for the CRAs and CSAs. The PDA will assist the SPDM to closely follow and monitor the political, social, economic and humanitarian developments throughout the country and keep the Ma3an SMT and program team informed, particularly in the regions where Ma3an program is working.

Position Responsibilities

  • Work with the Senior Program Development Advisor to ensure program development and implementation quality of Ma3an activities
  • Work with the regional offices on the design and development of the Community Resilience Activities (CRAs) and Community Support Activities (CSAs) within Ma3an target communities
  • Proposal in-depth support and Proposal quality assurance
  • Proposal leadership, i.e. leading the proposal development process, including partner management where needed
  • Proposal writing and editing
  • Coordinate with the Program & Grants team on the contract and partnership review and negotiation
  • Conduct context monitoring in the target communities in collaboration with team members and contribute to strategic discussions on approaches to mitigate and prevent conflicts;
  • Closely follow political, social, economic and humanitarian developments throughout the country, in particular in the regions where Ma3an program is working;
  • Produce regular reports, concept notes, and policy briefs to inform the program team on socio-economic and political developments at the national level;
  • Coordinate and assist the regional teams to identify civil society and other local and international partners, donors and government officials active in the target regions;
  • Produce a bi-weekly community dynamics report;
  • Assist the SPDM with the production of quarterly progress and annual reports and other reporting documents as needed

Critères d'éligibilité

  • BS/BA or its international equivalent in management, youth development, international relations, social sciences, or a related field;
  • A minimum of three (3) years professional experience on donor-funded programs related to community development, youth engagement, local governance, or civil society strengthening projects;
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
  • Demonstrated understanding of sociopolitical and cultural issues in Tunisia;
  • Excellent intrapersonal skills and proven ability to manage large and diverse professional relationships;
  • Experience in the design and management of community development programs and support to consensus building;
  • Experience working with youth at the community level;
  • Experience working on Capacity Building of CSOs;
  • Excellent Facilitation and training Skills;
  • Excellent organizational skills;
  • Excellent verbal and written communication skills;
  • Fluency in English and Arabic and excellent writing skills
