UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

UN Women in Tunisia is currently focusing on three areas – Governance and Women’s Political Participation, Women’ Economic Empowerment and Women Peace and Security, and working with various stakeholders from Government, CSO and Parliament to ensure gender is mainstreamed in public policies and strategies, legislative reforms and in political and economic participation processes. Since the 2011 revolution, UN Women Tunisia has supported the integration of equality provisions in the 2014 constitution and parity conditions in electoral laws. These efforts were consolidated during this post-revolution process by the revision of different discriminatory laws, the establishment of a high-level gender issues mechanisms as the “Conseil des Pairs”, the adoption of the National Action Plan on 1325 and the integration of full parity into local elections law.

The objective of the Assignment:

Under the general supervision of the Head of Office and reporting directly to the Programme Analyst, the Programme Associate ensures effective delivery of the UN Women Tunisia Office projects on Women, Peace, and Security (WPS) and Peace Building, by entering and managing data and supporting program implementation consistent with UN Women rules and regulations. The Programme Associate works in close collaboration with the operations, program and projects’ staff in the CO as required for resolving complex finance-admin related issues and exchange of information.

Provide technical support to the implementation and management of the WPS/NAP 1325 and Peace Building programs

  • Provide inputs to the annual work plan and budget as required;
  • Coordinate and monitor the implementation of program activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;

Provide technical assistance and capacity development support to project/program partners

  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and training to partners as needed.

Provide technical inputs to the monitoring and reporting of the program/ project

  • Monitor progress on program activity, results, and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports, and other reports on outputs results outputs and outcomes.

Provide technical inputs to the management of finances of the WPS/NAP 1325 and Peace Building program.

  • Provide inputs to financial reports;

Contribute to building partnerships and resource mobilization strategies · Provide inputs to resource mobilization strategies ;

  • analyze and maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

Provide technical inputs to inter-agency coordination on WPS and Peacebuilding to achieve coherence and alignment of UN Women programs with other partners in the country

  • Provide technical support to the Programme Analyst on inter-agency coordination related activities by providing inputs to background reports and briefs.

Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to WPS and Peacebuilding;
  • Coordinate and support the organization of advocacy activities and campaigns events, training, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on WPS and Peacebuilding.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Experience in development program/project implementation and/or coordination (35)
  • Criteria 2: Experience in gender/women’s rights activities/program implementation (25)
  • Criteria 3:  Knowledge of the Tunisian South Eastern region context (10)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;

‘Lowest Bid Offered’ refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

  •  Personal CV; and Financial proposal; Proposed inclusive daily rate.

The above-mentioned documents should be merged in a standalone file including all them since the online application submission does only permit to upload one file per application. Incomplete submission can be a ground for disqualification.

  • Functional Competencies Program implementation, monitoring, and evaluation skills; Knowledge of Results-Based Management; Ability to gather and interpret data, reach logical conclusions, and present findings; Good analytical skills; Good knowledge of WPS/SCR 1325 and Peace Building programs; Good knowledge of Microsoft office tools.
  • Education: Master degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required; A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Experience: At least 1 year of relevant work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building; Experience in working with Women and Youth programs/projects is an asset Experience in the WPS/SCR 1325 related programs/projects and/or in Peacebuilding projects is an asset; Experience coordinating and liaising with government agencies and/or donors is an asset.
  • Language Requirements: Fluency in Arabic and French is required; Knowledge of English is an asset.
