DEPARTMENT PURPOSE

The North Africa (NAF) Cluster has a mandate to:

  • Provide strategic leadership, management & accountability of and to Oxfam programs in the NAF sub-region.
  • Deliver sub-regional impact, developing partner relationships, brand and impact through relevant influencing and advocacy work, public engagement and development and humanitarian programming.
  • Connect, coordinate, convene – Connect practitioners to sources of expertise and across countries in the NAF sub-region, convene people to share culture, knowledge and learnings, and coordinate capacity building initiatives.
  • Enable operational agility and efficiency 

In NAF, Oxfam has a one-program approach, working in humanitarian response, development and influencing, with the ambition of increasing the role of civil society in influencing & advocacy and knowledge-for-impact both within and beyond the NAF sub-region.  

TEAM PURPOSE

The Program and Partnership team, under the leadership of the North Africa HoPP, ensures the alignment of the development programmes with the NAF strategy and partnership approach. The team purpose includes the development of the NAF Monitoring, Evaluation Accountability and Learning (MEAL) framework and mentoring its implementation across all programs and with partners. The programme team works in close partnership with the Influencing, Advocacy and Campaigns team to ensure the Oxfam one program approach.

JOB PURPOSE

The NAF Governance and Civic Space Program aims to empower marginalised women and men, particularly youth, to exercise their basic rights to influence decision-making in support of more accountable, effective governance, particularly in relation to respect for basic rights, access to services, resource management and distribution, and gender equity. 

The Governance and Civic Space Program Lead will lead the development, planning, coordination of Governance and Civic Space programming in NAF in close coordination with the NAF Influencing, Advocacy and Campaigns team, and in collaboration with governance and civic space specialists in the affiliates and Oxfam networks and partners.

GEOGRAPHICAL SCOPE The NAF sub-region development and humanitarian programs (Morocco, Algeria, Tunisia and Egypt)
IMPACT Internally: the team in the NAF Cluster

Externally: external representation on behalf of Oxfam besides donors and regional partners.

KEY STAKEHOLDERS Internal stakeholders: NAF Director and NAF SMT as partners. 

External stakeholders: Partners based at regional level and at country level when strategically is needed,  Oxfam affiliates, OI, civil society, private sector, researchers and academic institutions. 

Thought leadership and strategic advice

  • Lead and guide the development of the Civic Space and Governance strategy in NAF, ensuring proper linkages between national, subregional, regional and global levels.
  • Responsible for the development of an up-to-date context analysis on civic space and governance and areas of opportunity for Oxfam
  • Provides support and advice to NAF teams on best approaches to mainstream civic space and governance considerations in programming.
  • Lead on a learning agenda specific to civic space and governance, as well as facilitate showcasing of best practices within the subregion and above. 
  • Working in collaboration with colleagues and partners at different levels, define and develop a research agenda, develop policy positions and facilitate and promote regional/national debates on the state of the sector, through effective mobilization of Oxfam’s capabilities at different levels.
  • stay up to date with the latest thinking and ensure sharing of knowledge across teams and partners.

Relationship building and institutional representation

  • engage with actors and stakeholders (partners, allies, governments, donors, international organizations, etc.) both at sub-regional and national level (when required and in coordination with country colleagues), to build strategic relations and alliances in support of governance and civic space goals.
  • Open new windows of opportunity to engage with other stakeholders on the subject
  • In coordination with policy colleagues, participate and design advocacy and influencing initiatives on civic space and governance
  • Represent Oxfam, in coordination with other colleagues, in national, sub-regional and regional events related to civic space and governance. 
  • Nurtures relationship with partners to maintain an open and conducive environment for implementation of programs and initiatives.
  • Provides support and advice to partners when required.

Management and resource mobilization

  • Line manages civic space and governance program managers, and ensures complementarities, synergies and coherence across existing and new programs.
  • Have an oversight of program and budget implementation within this thematic area, provide directions, alert of risks and suggest mitigation measures. 
  • Leads from the thematic side the development of new funding opportunities on civic space and governance, in close coordination with fundraising and influencing colleagues.

  • Relevant academic qualifications, preferably in international development, economics, politics, sociology or humanities, especially at post-graduate level. 
    • Proven experience working in an international or complex, dispersed organisation on human rights, civic space, advocacy, social change or similar.
    • Experience in building strategic relations with a variety of actors: partners, networks, alliances, governments, donors, academia, private sector, etc.
    • Excellent knowledge and experience of the NAF regional context.
    • Politically astute, with high impact influencing and persuasive skills and personal gravitas to gain respect and build and maintain strong, credible relationships, with internal and external stakeholders at all levels.  
    • Strong organisational and personal management skills, with ability to prioritise work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
    • Excellent personal communication skills, in written and verbal English, and ideally French and Arabic.
  • A high level of self-awareness, initiative, sound judgement, personal energy and flexibility.
  • Good knowledge of and experience in developing policy papers, advocacy and campaign strategies and plans and successfully achieving external impact and change. 
  • Good knowledge of and experience with donor funding environment and good financial management skills, with experience of project budgeting and controlling financial risks.
  • Experience in developing concept ideas and proposals for fundraising.
  • Experience in working with multi-sectoral teams at different levels and remotely.
Desirable

  • Good oral and written command of three languages (English, Arabic and French) is desirable.  
  • Experience in developing research and learning agendas.
