Project Background: 

The USAID Fiscal and Accounting System of Tunisia (FAST) Project supports the  Government of Tunisia (GoT) to improve public financial management. FAST  focuses specifically on enhancing and upgrading the government’s public financial  management information system (PFMIS) to increase the efficiency, transparency,  and predictability of public finances. The project strengthens the government’s  capacity to carry out fiscal, budgetary, and revenue collection mandates and advances  electronic services to optimize regulations, procedures, and authorizations that reduce  the cost and time burden on businesses, facilitate investment and trade, and promote  innovation. Finally, FAST works to strengthen communication between policy  makers and the public to build a common understanding of the constraints to—and  opportunities for—economic expansion. 

Purpose: 

The Procurement/Grants Manager will work with the Director of Finance and  Administration, Operations, and Technical Teams to identify the FAST Project’s  procurement needs. He/she will be responsible for gathering complete procurement  related backup documentation and auditing that information prior to Finance Team  submission. He/she will develop and release solicitations, conduct  

price/cost/reasonability analyses, and perform other related duties as assigned. The  Manager will also oversee the management of the FAST grants.  

Responsibilities and Key Tasks: 

  • In collaboration with the Director of Finance and Administration, lead programmatic procurement efforts.  
  • Monitor commercial vendor agreements as assigned. 
  • Support compliance with the appropriate USAID regulations in providing  procurement support for project staff and activities, ensuring accordance with  DAI policy and governmental regulations. 
  • Prepares the required approvals to ensure compliance with internal and  external contract and policy requirements. 
  • Oversee grants management in coordination with the Procurement/Grants  Team. 
  • Participate in work planning and activity planning to align grants program with overall project activities.
  • Coordinate with technical team to develop a grants program which will specifically target civil society at the national and subnational, and local levels.
  • Ensure grant applications and related solicitations are accurate, complete, and compliant with DAI policies and donor regulations, in cooperation with other project leads. 
  • Ensure post-award grant management in accordance with relevant regulations, including but not limited to reporting, audits, and performance monitoring in accordance with DAI policies and donor regulations. 
  • Apprise grantees of the responsibilities, requirements, and policies and procedures to be followed during the life of the grant.

Qualifications:  

  • 7 years of professional experience, including significant experience working  with governments, the private sector, or donor projects on procurement of  goods and services and experience in grants management or related field. 
  • Bachelor’s degree (or equivalent) in related field of study, Master’s  preferred. 
  • Demonstrated experience in USAID procurement mechanisms, ‘such as  subcontracts and grants is preferred.  
  • Knowledge of USAID rules and regulations and implementing partner  procurement policies is preferred. 
  • Experience with USAID projects or international donor-funded projects is  an advantage.  
  • Strong communications skills and ability to negotiate effectively.
  • Proven problem-solving skills and exceptional customer relations when  dealing with both internal and external parties. 
  • Well organized and self-directed individual with sound technical skills,  analytical ability, good judgement, high ethical standards, and operational  focus. 
  • Experience and familiarity with DAI systems and procedures is preferred.
  • Oral and written fluency in English, French and Arabic are required .
