  • Organisational Overview:
    The International Centre for Migration Policy Development (ICMPD) is an international organisation tasked with promoting innovative, comprehensive and sustainable migration policies. With 17 Member States and over 60 projects active throughout Europe, Africa, Asia and Latin America, ICMPD is a growing and ever-more relevant presence in its field.     ICMPD implements several projects that involve complex procurement of services, goods and works, often in challenging circumstances. The incumbent will work under the supervision of the Head of Procurement, the Head of Tunis Office and in close cooperation with the thematic and programmatic units concerns to ensure efficient, compliant and transparent procurement processes are completed in line with jointly developed cross-project procurement plans.
    Country of Work and contract duration:
  • The position is located at the ICMPD Office in Tunis, Tunisia. The expert will need to travel often to construction sites located outside Tunis, including in the Beja and Tozeur Governorates.
  • The estimated duration is maximum 6 months.
  • Tasks and Responsibilities:
  • Provide technical advice and guidance to project teams on procurement related to works and Construction projects;
  • Provide technical advice and expertise on works construction design.
  • Review and analyse procurement requests for completeness and conformity with established ICMPD and/or donor rules, procedures and practice; liaise with the Project Teams, as necessary, and recommend to supervisor appropriate strategy/approach to best serve institutional interests;
  • Develop the procurement plan for the project with the guidance of the Project and Procurement Team (including an initial identification of the procurement methods);
  • Conduct market research keeping abreast of market developments, trends and best practices with the guidance of the Project and Procurement Team;
  • Liaise with Project Team (including experts) and Procurement Team issues related to Specs/TORs/RfQs;

  • Serve as contact point between stakeholders for the procurement process;
  •  Prepare Technical tender documents for Procurement Team review and approval;
  • Prepare responses to clarification requests raised by tenderers (where needed coordinates with the technical expert);
  • Checking potential suppliers/contractors against donor’s sanctions/database;
  • Take part in evaluation committees;
  •  Assist in and draft the preliminary examination/evaluation; If necessary, prepare evaluation report(s);
  • Assist and/or conduct the reference check of selected bidder;
  • Prepare draft Contract Management Plan(s); If necessary, take part during Contract Initiation Meeting with Project Team (Contract Manager) and Contractor/others; Supervise contract progress according to the Contract Management Plan;
  • Perform other procurement related activities assigned by the Procurement Team.

Critères d'éligibilité

  • Master’s degree (or equivalent) in Purchasing, Supply chain management, Public Administration, or closely related field;
  • Public procurement certification from an internationally recognised provider such as CIPS would be an asset;
  • A minimum of five years of relevant experience in procurement and supply chain and/or Construction Engineering management at the international level;
  • Proven experience on Procurement activities for Works and Construction Projects.
  • knowledge of the EU public procurement and financial rules is an asset;
  • Excellent command of English and French; Arabic is an asset;
  • Excellent values of commitment, integrity, partnership, respect, and innovation in actions and decisions.
