Organizational Summary:

The Project on Middle East Democracy (POMED) is a nonprofit, nonpartisan organization dedicated to examining how genuine democracies can develop in the Middle East and how the United States can best support that process. Through programs in research, advocacy, dialogue and civil society partnerships, we work to strengthen support for democratic development in the Middle East and North Africa.

Position Description:

POMED is currently hiring a Program Coordinator for Civil Society Partnerships to be based in Tunis, Tunisia to help manage a portfolio of capacity building projects with nascent policy organization in transitioning Arab countries. The position provides a unique opportunity to contribute to POMED’s growing civil society partnerships program and the program’s innovative work to support and strengthen policy-oriented NGOs in the Middle East and North Africa.

This program currently includes 16 partnerships with organizations in Egypt, Tunisia, Libya, Morocco, Iraq and Yemen. The overarching objective of all projects is to help build the capacity of nongovernmental organizations to undertake effective policy research and advocacy, while also strengthening each organization’s management and development. POMED provides technical support to its partners as they produce policy analysis and provide recommendations to their national governments and policymakers, mirroring POMED’s own efforts to influence the policymaking process in Washington.

The Program Coordinator will be responsible for:

  • Developing training curricula on policy analysis, policy-writing, parliamentary monitoring, advocacy and other policy-oriented topics for use by partners and in training workshops, including training guides and exercises designed for the MENA context;
  • Leading regular training workshops in Arabic for regional partners including a regional annual conference with up to 45 participants;
  • Mentor partners running training workshops of their own by assisting in curriculum development, attending workshops where possible, and leading sessions if necessary;
  • Preparing narrative and financial training workshop reports for donors including participant evaluations and lessons learned;
  • Coordinating and managing a Tunis-based fellowship program for three regional fellows to be placed with civil society organizations in Tunisia;
  • Manage POMED’s presence in Tunisia and oversee one other staff person also based in Tunis;

The Program Coordinator will also work with project staff to:

  • Maintain regular communication with all partner organizations to implement joint projects, including parliamentary monitoring reports, policy brief series, advocacy campaigns and good governance reports;
  • Support completion of grant reporting (narrative and financial) including review of partners’ deliverables (training workshops, policy briefs, advocacy campaigns);
  • Contribute to the preparation of grant proposals and budgets;
  • Offer conceptual assistance and substantive feedback on draft partner policy publications;
  • Assist in the development of partner workplans by advising partners on strategic planning.

Critères d'éligibilité

  • Successful applicants will be extremely organized and highly-motivated individuals with at least 5 -7 years of experience training and working with civil society and/or related democracy and governance projects in the Middle East and North Africa;
  •  Master’s degree in a relevant field is preferred.
  • Native (or equivalent) fluency in spoken and written English and Arabic. French fluency highly desirable;
  • Excellent interpersonal communication skills, including writing, research, facilitation and presentation, and the ability to maintain relations with diverse individuals and organizations in the Arab world;
  • Must be a strong team player and have experience working with on a dynamic and fast paced project. Multi-tasking, prioritization, attention to detail, and time management skills are essential;
  • Strong interest in democratic reform in the Middle East, a passion for supporting the development of NGOs in the region, and a strong commitment to POMED’s mission and principles;
  • This position will include regular domestic and regional travel.
