Pilot Project (Danish Refugee Council and Education for Employment)

Introduction and background:
Danish Refugee Council (DRC) is an international non‐governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world, and works to improve safety, strengthen community resilience, and build local capacities to reduce and prevent violence and conflict.
DRC began operating in Tunisia in 2011, providing humanitarian assistance to refugees fleeing the Libyan conflict in Shousha camp near Ben Guerdane in the southeast of the country. In 2014 DRC began implementing peacebuilding projects in the same region, enhancing community security and resilience in the border‐towns of Ben Guerdane and Dehiba and in March 2018, extended its intervention to the Libyan border‐towns of Zuwara, Nalut, and Wazin with a similar approach of community engagement and capacity building to local organisations.
DRC has established community‐based Conflict Management and Analysis Committees (CMACs) in each of the five locations where it intervenes and supports the CMACs to conduct regular analysis on conflict dynamics and to design and implement local actions that can tangibly affect peaceful change.
DRC is currently implementing a pilot project with Education for Employment that will aim to support young people in Medenine Governorate to either find a job or start their own business.
Fifteen selected participants will receive support to facilitate their access to the job market to strengthen income stability and secure jobs.

Consultancy scope:

DRC is seeking the services of a high quality professional videographer/video production company to produce a documentary and shoot the journey taken by some of the participants throughout the implementation of the project. The videographer must produce a dynamic, innovative, youth‐oriented video in line with the project objectives and DRC guidelines.

Consultancy objectives

Organize and ensure the staging and artistic direction of the shooting of the various capsules/scenarios that will be edited into the final video.
Design an elegant and modern design in line with the DRC’s graphic identity to highlight the outcomes of the project while opting for a narrative visual approach in a story‐telling manner.
Target:

Tunisian youth.
The public, (universities, research and training institutions, colleges, etc.).
Civil society actors.
National and international institutions and organizations.
Donors.

Methodology:

Production of 15mn short video (script writing, videography, editing, audio balancing, sub‐titling,format exporting, archiving raw and edited work etc.) according to DRC standards.
Filming days will be agreed upon once the agency is selected. Filming overview should include the following;
For youth involved in business development support:
‐ Selection process by selection committee
‐ Few days of training of selected 30 youth (maybe a few days at beginning, middle and end)
‐ Pitching of some of the 30 youth
‐ Reaction of some of selected 15 who will receive business grants
‐ Reaction of some of the 15 who will not be successful
‐ Feedback from committee on their choices
For youth placed in companies:
‐ Selection process
‐ Few days of training of selected 15 youth (maybe a few days at beginning, middle and end)
‐ Graduation day(s)
‐ Reaction of some of youth after their first day at work, first month
‐ Interview with new employers

DRC will facilitate the field mission for the shots and the production of short videos, in particular contact with the beneficiaries concerned. To do so, a field mission will be carried out by the selected agency. This field work should allow the agency subsequently to assemble the elements collected.
This product should be shared with DRC for amendment to produce the final product. The agency must ensure consent for all participants in the video clips based on the DRC consent form.
All production must be of the highest quality to adequately represent the organization. The agency shall use their own HD quality video camera and professional editing software.
Edit the footage in line with the script (If any) agreed and approved by DRC focal person and produce a professional quality.
Record and edit narration / voice over where needed in according with guidance from relevant DRC focal person.
Embed sub‐titles in the video as per need.
Clearly identify location and any relevant specific details.
Include appropriate DRC branding and crediting of DRC ownership for the produced videos.
Tasks Deliverable Duration
Production of short videos to be edited into a

 Create a clear story line prior to shooting.
 Prepare interview questions, along with other related content required for the video, with the help and supervision of
DRC’s communications team.
 Conduct interviews with beneficiaries, DRC staff, local partners.

1. Two versions of the documentary including interviews, contextual footage and B‐roll.
a. 7 to 10 minute video (longer version)
b. 2 to 3 minute video for social

 Show appropriate sensitivity towards the people they are filming
 Videographer is required to follow DRC’s protection and communications guidelines. DRC guidelines and policies will be provided upon contract signature.
 Submit first cut, second, third and final cut videos ‐ according to the preapproved time frame.
 The approval of the DRC focal point is crucial for every step within the completion of the video.
 Provide professional subtitling in English/ French or Arabic in a timely and accurate manner
 Ensure that relevant consent forms are signed by everyone appearing in the video.
 Ensure clear and efficient communication with DRC focal point. media use (shorter version)

Reporting Line: 
The videographer will report directly to the DRC’s head of programming and program focal point.
Required Expertise:
The mission will be entrusted to a consultant/agency with proven references in video production.
Availability and willingness to travel to Medenine
Ability to work in close coordination with other team members
The videographer must have good command of own equipment (cameras, lenses, lights, filters, tripods), as well as video editing software.

ASSESSMENT AND AWARD OF CONSULTANCY:

DRC will evaluate the proposals and award the assignment based on technical (50%) and financial
(50%) feasibility.
DRC reserves the right to accept or reject any proposal received without giving reasons and is not
bound to accept the lowest or the highest bidder.

Only those shortlisted will be contacted for an interview with the panel to ensure their
understanding of the consultancy services.
