Purpose of the PFMIS Conceptual Framework

  • Expand the rationale behind the requirements for the PFMIS;
  • Make proposals for a range of directions for future investment; and
  • Provide an estimated project budget.

The Conceptual Framework will deal with the following topics:

  • Context of the project and the rationale for the investment
  • Project vision, goals and objectives
  • Stakeholders and project scope – coverage of the PFMIS
  • Organizational and institutional background; legal and regulatory environment
  • Strategy for the implementation of the project, with project activities and milestones
  • Ministerial, regional, and decentralization support
  • PMFIS Interfacing with e-Government and MoF systems: Tax, customs, HR, Payroll, Social Security, Procurement, Asset Management, TUNEPS, etc.
  • Review of applicable international standards and proven best practices.
  • Project governance
  • Evaluation of architectural solutions (On-premise, public cloud, hybrid, custom development)
  • Technology design and HW/SW and network requirements for: on-premise, public cloud, hybrid public/private solution, custom development)
  • Security requirements for on-premise, for cloud, and for hybrid solutions)
  • Sustainability requirements
  • Project timeline for on-premise, cloud, hybrid, and custom development)
  • Project management deliverables to ensure successful implementation
  • Change management, capacity building and communications
  • Key assumptions and risks
  • Project implementation budget estimates (development, implementation, training, rollout, license prices, maintenance and support, etc.)
  • Implementation roadmap recommendations for core modules for: on-premise, public cloud, hybrid, custom development components)
  • Cost analysis by component for core and non-core modules
  • Total Cost of Ownership estimates for: on-premise, public cloud, hybrid, custom development)
  • Return on Investment estimates
  • Investment and funding opportunities
  • Additional relevant topics

Critères d'éligibilité

  • At least a Master's Degree in Finance, Accounting, Business Administration or related field. Alternatively, the candidate is a qualified accountant with an internationally recognised qualification (e.g. CA, ACCA, CMA, CIMA, etc.).
  • A minimum of 12 years of professional experience in design, diagnosis, assessment and/or implementation of financial management information systems, including at least one Enterprise Resource Planning (ERP) solution, for the public sector;
  • A minimum of 5 years of professional experience on ICT solutions for public sector budgeting and accounting-based business operations;
  • A minimum of two (2) similar assignments in developing countries within the last 5 years;
  • Proven knowledge and understanding of the methods, approaches and tools to reengineer business processes (from the “as is” state to “to be” state);
  • Possess knowledge and understanding of the methods, approaches and tools used for business analysis;
  • Possess knowledge and understanding in developing system requirements specification documentation;
  • Experience in project management and implementation
  • Experience in PFMIS project cost analysis, breakdown, and estimation.
