Job purpose

This position has the overall responsibility for quality implementation of Oxfam’s Egypt programs on governance and Gender Justice. The program officer will work directly with the beneficiaries and partners and stakeholders of Oxfam to overcome poverty and suffering, to advocate and campaign for policy, knowledge, attitude and practice change and to help achieve Oxfam’s strategic change objectives.

Type of contract: Fixed term contract
Contract Duration: One year (renewable depending on staff performance and project funding)
Working hours: Full time (40hours/week)
Location: Based in Tunis, Tunisia
Salary & Conditions: Local Contract; according to Oxfam Salary scale and HR policy and conditions in Tunisia.
Starting date: As soon as possible.
Reporting to: Country Director (CD).
Staff reporting to this position: N/A

Key Responsibilities and Accountabilities

  • Strategic and general oversight – 25% Act as Oxfam CO Egypt’ representative at national level and at regional level, when required.
  • Actively network with relevant stakeholders and peer organizations, working groups to develop and implement joint initiatives and advocacy events at local or/and national level(s).
  •  Ensure implementation of Oxfam CO Egypt’ and donor’s (where relevant) operational policies, procedures and guidelines in all aspects of projects’ work.
  •  Act as the ‘Gender focal-point’ for the Oxfam’s work in Egypt and provide advice and support, to the team and partners, on technical and operational levels.
  • Ensure all Oxfam Egypt strategies, programs & activities integrate and mainstream a ‘gender justice lens and approach’ and advocate for greater attention to gender perspective.
  •  Responsible for the oversight and development of partnerships to maximize the strengths the
    different partners bring to the partnership within ‘Strategic Partnership’ program as well as any other relevant ones.
  • Contribute to writing project learning documents, case studies, blogs, video clips and take part in policy advocacy for good practices, lessons, processes of the project; especially from the perspective of the RtbH and Gender Justice thematic focus.
  •  Manage the RtbH and Gender Justice thematic work risks by constantly updating the risk mitigation plan.
  •  Work in close collaboration with other Oxfam teams, contribute to the development and implementation of Oxfam strategy and programs in Egypt.
  •  Contribute to the annual planning, reporting and budgeting of the CO Egypt programs and projects and actively contribute to fundraising activities.
  •  Identify areas for program development and lead on crafting program and project proposals based on this together with the relevant team members.
  • Program Officer will be working with a focus on the ‘Gender Justice’ and ‘Right to Be Heard’
    thematic focuses. He/she is expected to bring and gain thematic expertise to work on a variety of projects in the framework of larger programs. Project Implementation – 75%
  •  Responsible for the overall implementation and progress of all ‘Strategic Partnership’ program activities, including partner organizations’ activities.
  •  Mentor and monitor the progress and quality of the project, proactively identifying problems, opportunities and exceptions, and propose solutions.
  •  Ensure the achievement of agreed outcomes and targets.
  • Support partners in program/project development and implementation through technical advice on participatory community engagement.
  • Build capacities of partner organizations to conduct participatory analysis and planning and stimulate the added value of the Partnership.
  • Ensure the proper Implement and review Monitoring, Evaluation, Accountability and Learning (MEAL) framework with the ‘MEAL Coordinator’ and work with partners for conducting baseline surveys, progress monitoring events, producing progress reports and final reports.
  • Monitor program spending, review financial reports prepared by partners, and facilitate auditing of fund usage in cooperation with the ‘Financial Officer’. Ensure internal and external reporting is done as per the agreed timeline and requirements.
  • Report the substantive and financial progress to Program Lead, CD and the thematic team in The Hague and in accordance with the donor requirements, coordinate the production of the narrative and financial reports and audits
  •  Keep the Oxfam Egypt team and the Overall Project Team in The Hague and relevant stakeholders informed about the project progress and ensure the knowledge exchange and synergies with other Oxfam projects in Egypt or at the regional level.

Critères d'éligibilité

  • Extensive knowledge and experience in relevant work in Egypt Excellent computer skills.
  • University degree in social sciences, political sciences, development, women’s studies, social geography etc.
  • or related disciplines; or an equivalent sufficient experience and informal education.
  • At least 5 years of relevant experience working in rights based and gender-related projects and pogrom design and management with local and/or international NGOs
  • Knowledge of development and rights issues and familiarity with innovative approaches to address the related problems in Egypt.
  • Practical knowledge and experience of projects design, fund raising, report writing, developing training materials, advocacy and inter-agency networking and coordination
  • Solid knowledge on polices, contemporary issues regarding women and gender issues.
  • Excellent critical thinking and analytical, writing and reporting skills.
  • Excellent experience in partnership development and management.
  • Excellent intercultural communication.
  • Sound experience in capacity building and good facilitation skills.
  • Good experience and knowledge in monitoring and evaluation.
  • Excellent command of Arabic and English.
  • Readiness and ability to travel to Egypt on regular basis.
  • Ability to work independently, from a distance, and with a team; excellent and efficient time management.
  • Experience in liaising with communities, individuals, CSOs, police and/or military, and governmental authorities.
  • Experience in advocacy, policy and campaigning
