Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

Context:

Under the overall guidance of the Chief of Mission, and under the direct supervision of the START Project Officer, the successful candidate will be required to assisting the START Project Officer to plan, implement and monitor the project, “Stabilizing at-risk communities and enhancing migration management to enable smooth transitions in Egypt, Tunisia and Libya” (START).

Core Functions / Responsibilities:

  • Plan, implement and monitor IOM’s community stabilization component to be carried out under the START project in Tunisia, in accordance with IOM standards and procedures as well as donor requirements;
  • In order to ensure continuity in the outcomes of the START project, assist the START Project Officer and other project officers, when applicable, to plan, manage and monitor the other components of the START project, including Labour Migration and Migration & Development initiatives;
  • Liaise with Governmental and non-governmental partners at the central and local levels, providing responsive and professional technical assistance as relates to the START project and as required;
  • Carry out regular reporting and monitoring mechanisms, including a comprehensive tracking system to monitor all sub-grants and ensure that relevant documentation can be made available upon request;
  • Advise the START Project Officer on the overall direction of IOM’s community stabilization, regional development and employment, youth empowerment and labour migration and migration management portfolios in Tunisia to promote their effectiveness, coherence and integrity, as well as to build linkages with other relevant programmes in Tunisia and the region;
  • Assist in developing and/or contextualising training aids and information tools ranging from posters, short manuals, and brochures incl. easy-to-understand layout and content-development in close coordination with the relevant Technical Specialist and/or Regional Thematic Specialists.
  • Assist in maintaining accurate and timely monitoring and evaluation, ensuring that all activities are properly tracked and providing detailed analysis as required.
  • Contribute to establishing and/or maintaining strategic and technical partnerships with relevant Government entities, civil society organizations, UN agencies and other stakeholders to promote IOM’s community stabilization and migration management activities;
  • In coordination with the START Project Officer, identify new programme and project possibilities in Tunisia, taking into account identified needs, expressed government interests, and donors’ priorities, and in line with IOM’s mandate and strategy;
  • Represent IOM at relevant seminars and meetings, as well as other events aimed at promoting IOM’s image and activities, as required;
  • Undertake duty travel related as required;
  • Perform any other duties as may be assigned.

Critères d'éligibilité

  • Master’s degree in Political or Social Sciences, Law, Management and Economic and/or a related field from an accredited academic institution; Or a university degree from an accredited academic institution, in the above field with with two (2) years in a development–related field, with a demonstrated ability to manage complex portfolios considered an asset
  • Experience working with CSOs
  • Experience in Employment, entrepreneurship
  • Experience in Monitoring and evaluation
  • Experience in Labour Migration, Migration and Development
  • Experience with MS Office Pack, Internet
  • Sound knowledge of financial and administrative skills.
  • Experience with Adobe Suite (Photoshop, InDesign, Illustrator) an asset
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, UN agencies and nongovernmental organizations.
  • Fluency in Arabic, French and English
