Operations Manager – Tunis

Background  

The Libya Enhanced Partnerships for Institutional Capacity (EPIC) activity is a newly awarded USAID program implemented by Chemonics International. The program aims to support select national government entities in Libya to improve service delivery performance through increased use of international technical best practices, reducing opportunities for corruption and rent-seeking, and integration of technology and process standardization. The activity goal is more equitable, efficient, and sustainable public services as well as improved government responsiveness to citizens’ needs and demands, contributing to more accountable, transparent, and inclusive governance.  

 

Purpose 

The Operations Specialist – Tunis will be responsible for a wide range of management, reporting, contractual, administrative, financial, and personnel responsibilities while working under the direct supervision of the Operations and Finance Director (Tripoli-based). S/he will help design and provide upkeep for all administrative systems to ensure quality control of project administration and ensure full compliance and conformity with USAID rules and regulations, Chemonics’ best practices and policies, and Tunisian laws. 

 

Reporting 

The Operations Manager reports to the Operations and Finance Director.  

Responsibilities include: 

  • Manage day-to-day operations and logistics, including managing vendor and supervisee relationships, equipment, inventory, and travel logistics.  
  • Conduct operational procurements for the project including services and commodities.  
  • Coordinate logistics for project conferences, workshops and activities, including hotel, transportation and venue arrangements. 
  • Oversee petty cash management.  
  • Manage local insurance contracts for property and health plans. 
  • Ensure that a complete and thorough inventory of all project property is up-to-date and that all office equipment is well-maintained and through team management, that an adequate supply of consumables is available in the office at all times. Ensure that vendors are honoring maintenance contract terms. 
  • Oversee Tunisia recruitment, ensuring collection of proper biodata verification documentation, proper biodata completion, and negotiating salary offers in coordination with the Operations and Finance Director. Ensure all program hiring and personnel management actions and benefits conform to Chemonics’ policies, best practices, USAID rules and regulations, and local labor law. 
  • Support preparation of financial vouchers and provide input on correct tax withholdings 
  • Responsible for fully understanding the project’s personnel policies and providing training and orientation to new staff in Tunisia on these policies. 
  • Responsible for personnel file management, including overseeing the office vacation/leave tracker. 
  • In coordination with the Operations and Finance Director, design and implement staff care and training activities. 
  • Undertake other duties as assigned by supervisor. 

 

Duration 

This is a long-term assignment. The expected duration is at least one year. 

 

Location 

The location of this position is Tunis, Tunisia. 

 

Qualifications and Requirements  

  • A Bachelor’s degree in a relevant field required. 
  • A minimum of five (5) years’ experience in the area of operations, human resources and/or managing and coordinating logistics needs. Demonstrated knowledge of all aspects of office management. 
  • A minimum of one (1) year experience in a supervisory role overseeing Office management. 
  • Experience with international donor funded projects is strongly preferred.
  • Demonstrated knowledge of finance, including preparing transactions with appropriate tax withholdings. 
  • Knowledge of Tunisian registration, labor law, and other relevant laws and regulations is strongly preferred. 
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, support organizations, and the general public. 
  • Ability to work independently with minimal supervision, prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and to exercise good, professional judgment that communicates the established message of the program.   
  • Strong organizational, management, and administrative skills. 
  • Demonstrated working knowledge of MS Word, MS Excel, and other basic computer applications. 
  • Fluent Arabic and French, and professional English are required.
