Organizational Context and Scope:

Established in 1951, IOM is a Related Organization of the United Nations. Dedicated to promoting humane and orderly migration for the benefit of all, IOM provides services and advice to governments and migrants. As the leading UN organization in the field of migration, IOM works closely with its governmental, intergovernmental and non-governmental partners on capacity building and advocacy for policy and legislative practices to ensure the protection of migrants.

IOM Tunisia works closely with its governmental and non-governmental partners to provide assistance to vulnerable migrants in Tunisia, including Victims of Trafficking, migrants with Health needs and unaccompanied migrant children, and to identify a short, medium and long-term solutions for every migrant assisted. IOM also works closely with its institutional and non-governmental partners to provide emergency assistance to vulnerable migrants, including migrants rescued at sea.

Under the direct supervision of the Senior Project Assistant (Shelters), the overall supervision of the Zarzis Head of Sub-Office, and in close coordination with relevant colleagues in Tunis, the candidate will support the operations of emergency shelters for vulnerable migrants and the implementation of Assisted Voluntary Return from Tunisia to countries of origin.

Core Functions / Responsibilities:

The successful candidate will assume the functions and the following responsibilities:

  • Support monitoring the day-to-day operations of emergency shelters in the Zarzis- Medenine region, including financial, administrative, and technical aspects of related activities, in compliance with IOM policies and standards, as well as donor requirements;
  • Provide assistance to shelter beneficiaries (vulnerability assessments, referrals, distribution of IOM Shelter’s welcoming package, NFI and Hygiene kits and information on IOM service and Shelter’s code of conduct);
  • Report on security related matters in the shelters, immediately informing the Head of Sub-Office in Zarzis of any problems or issues related to the daily situation at the shelters;
  • Support with screening interviews with migrants to understand and assess their vulnerability, identify their specific needs and determinate their eligibility for IOM assistance, including Assisted Voluntary Return and Reintegration;
  • Support with the implementation of the Assisted Voluntary Return and Reintegration (AVRR) activities, including its financial, administrative, and technical aspects, in compliance with IOM policies and standards, as well as donor requirements.
  • Provide airport assistance to AVRR beneficiaries upon departure as may be required;
  • Support with the provision of humanitarian assistance to vulnerable migrants, in compliance with IOM policies and standards, as well as donor requirements;
  • Support with monitoring of shelter activities including up-to-date data collection, timely submitting of information and reports as well as the setting-up of a complaints and feedback mechanism;
  • Provide information on the services available for migrants, including through telephone, e-mail, individual and group counselling;
  • Support with the implementation of outreach activities, including the identification and assistance to beneficiaries in IOM supported shelters and other, in case of urgency also outside office hours.
  • Support in the preparation and submission of financial documents in relation with direct assistance to vulnerable migrants.
  • Perform other such duties as may be assigned.

Critères d'éligibilité

  • Bachelors’ degree in Social Work, Health, Psychology or a related field from an accredited academic institution with two year of relevant professional experience or
  • High School degree in the above fields with four years of relevant professional experience
  • Experience in the field of assistance to vulnerable migrants;
  • Experience in working with international or non-governmental organizations.
  • Demonstrated interpersonal & intercultural skills.
  • Experience with Assisted Voluntary return and Reintegration programming will be a specific asset.
  • Knowledge of computer applications, especially MS Word, Excel, Outlook and Access.
  • Must be a national of Tunisia.
  • Fluency in French and Arabic (written and spoken) is required. Good knowledge of English is Advantageous.
