I- PRESENTATION OF HANDICAP INTERNATIONAL

II-COUNTRY CONTEXT
The Libyan uprising eight years ago left the country in a state of turmoil. Since 2011, continued conflict in many parts of the country and political instability have resulted in a vacuum of effective governance and caused significant collapse in the country’s political-institutional system. Security, rule of law and social and economic well-being of the Libyan population have all been severely affected.
The healthcare system in Libya is one of the hardest hit, having deteriorated to the point of collapse. Ongoing challenges include increased rates of chronic illness, disability and access to essential services such as medicine and rehabilitation. Hospitals struggle to absorb the number of patients and to cope with a lack of resources, including a shortage of staff and essential medicines and supplies. According to the World Health Organization, around 1.3 million people have no access to life-saving health care services. In addition, the number of victims as a result of Conventional Weapons (CW) and Improvised Explosive Devices (IEDs) continues to grow. In contaminated areas, local populations, internally displaced persons and returning populations are all at risk of death and injury.
The identification of the most vulnerable individuals, including people with disabilities or injuries, and the rapid response to essential needs is a priority for the humanitarian community working throughout Libya. The political conflict and humanitarian crisis is likely to continue well into 2019; whilst at the same time continue to hamper the delivery of primarily medical and socio-economic services, complicating access and increasing the vulnerability of the general population.
III-WORKING ENVIRONMENT
Since 2014, HI’s Libya mission was managed remotely from neighboring Tunisia. In mid-2018 HI began a phased redeployment of international staff, with 5 out of 9 expatriates now formally based in Misrata. Regular and programmed visits are required by all other international staff to Libya to support programme activities and ensure a close follow up and training of national staff. Ultimately, all international staff should be relocated to Libya during the course of 2019.
As a result of the conflict and instability, the collapse of the health services has considerably reduced assistance towards the most vulnerable, in particular persons with disabilities. HI is currently implementing a humanitarian programme from operational bases in Tripoli, Misrata and Benghazi with the following activities:
In addition, beginning in early 2019 HI is implementing a three year project entitled ‘Action for Mental Health Assistance in Libya’ (AMAL) as part of wider initiatives to improve the access and quality of health care services in Libya. Implemented in partnership with a Tunisian NGO, the specific objectives of the project are as follows:
The overall objective of the project is therefore to allow the most vulnerable people in Libya (adults, adolescents and children) from host communities, those internally displaced, returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary and tertiary level.
The post holder will be expected to spend at least 50% of their time in Libya including traveling between operational bases in Tripoli, Misrata and Benghazi, along with other staff.
VI-GLOBAL OBJECTIVE OF THE POSITION
Under the direct responsibility of the Operations Coordinator and in close coordination with the MHPSS Technical Coordinator and the project’s implementing partner, the post-holder will be responsible for ensuring the sound implementation of the multi-location AMAL MHPSS project. Specifically by:
1) RESPONSIBILITIES
**Responsibility 1: Project Implementation and Monitoring
Aim: Ensure the project is delivered to the required technical and quality requirements. Benchmark: Activities:
▪ Contribution to the definition of the strategy of intervention and the operational modalities in the intervention areas, in collaboration with the Operations Coordinator;
▪ Establish contacts and operational collaboration with national / local partners and authorities as well as humanitarian actors for the implementation of the activities and support implementation of partnership agreements;
▪ In collaboration with the Operations Coordinator and Field Coordinators, monitor and assess the project in conformity with the tools and existing operational frameworks;
▪ Responsibility for respect of quality and technical standards by the project teams, in collaboration with the Technical Coordinators;
▪ In collaboration with the MEAL team, ensure compliance and implementation of the project’s monitoring plan and support continuous learning process (lessons learning, capitalization, etc.)
▪ Regular verification and correction of the beneficiary database, in collaboration with the Operations Coordinator;
▪ Monthly reporting on project indicators and regular update of activity plans;
▪ Ensure required internal and external reporting related to the project.
**Responsibility 2: Partnership coordination
▪ Ensure sound coordination with the project’s partner, facilitating quarterly project management meetings and ensure reporting is to the required schedule and quality;
▪ Support in the implementation of pre-defined activities of the partner in Tunisia including support to the organization of seminars and training;
▪ In coordination with Operations Coordinator, ensure the regular sharing of information to the partner and other key external stakeholders.
**Responsibility 3: Project logistics, administration & HR
Aim: Ensuring project implementation according to available means and resources. Benchmark: Activities:
▪ Monitoring of the financial and logistics aspects of the projects under your responsibility and the respect of HI procedures, in close collaboration with the support departments;
▪ Management of the program budget for the activities under your responsibility;
▪ Define logistics needs to implement the activities and the nature of the equipment needed;
▪ Management of the recruitment and selection process for new positions in the teams under your management;
▪ Responsibility for strict application and respect of HI’s Internal Regulations, and HI’s procedures by staff under your management.
**Responsibility 4: Team Management
Aim: Ensure sound management, development and support to the project staff. Benchmark: Activities:

HIERARCHICAL RELATIONSHIPS
Line manager: Operations coordinator Technical supervisor: MHPSS Technical Coordinator
The PM will work closely with all HI departments and project managers/officers, ensuring close coordination, in order to reach the highest project quality, in a timely and efficient manner.
