FHI 360 is implementing a US government-funded economic development project in Tunisia. The project is in partnership with the Ministry of Tourism, Ministry of Commerce, and the National Office of Handicrafts (ONAT). The goal of this project is to foster a more competitive handicraft value chain in Tunisia, leading to long-term sustainable economic growth, increased exports, and increased employment. The primary focus will be on upgrading two handicraft regional clusters with high export potential: beginning with essential oils and continuing with related artisanal products in NW Tunisia, and olive wood products produced by artisans in Sidi Bouzid, linked with exporting SMEs in coastal cities.
The Technical Officer I, based in Tunisia, will be an integral member of ACEA’s technical implementation team across all handicraft value chains (currently essential oils, and olive wood). The TO I will be responsible for representing the ACEA project in interactions with key private and public officials.
The TO I will have a major focus on, in particular, engaging with value chain leaders and following on collaborative initiatives within the regional clusters for each value chain. Cluster members include a diverse range of value chain stakeholders working together toward shared objectives. Examples include handicraft artisans, small and medium enterprises, exporters, designers, applied research institutes, regional and national government representatives, international and local funders, etc.
The TO I will be responsible for following up with leaders within the Cluster to ensure follow-up on strategic action plans, and to coordinate the design and delivery of support from the project team (e.g. training or technical assistance) when needed to accelerate results and overcome challenges. The TO I will promote the design and the implementation of partnership agreements, for example between applied research institutions, artisans belonging to local cooperatives, and landowners. The TO I will provide or monitor training to artisans in areas such as marketing, packaging, product quality, etc.
The TO I will also serve as a liaison, at the regional level, to link beneficiaries with complementary services from providers such as international donor programs, vocational training institutions, or financial services providers. The TO I will report to a Senior Technical Officer, and work closely with two more junior Project Coordinators, as part of the technical implementation team. The TO I will lead teams conducting surveys designed by the monitoring and evalution unit.
The TO I will contribute technical inputs to programmatic reporting (e.g. quarterly and bimonthly reports), to ACEA’s Monitoring & Evaluation system.
The position requires a strong ability to relate effectively to diverse value chain stakeholders, especially handicraft artisans and private firms. Good networking skills will be required, with extensive interaction with numerous institutions and senior national and regional-level government officials, as well as international organizations both public and private. The TO I will need to be comfortable working in a fast-paced, adaptive project environment, while also adhering to deadlines for project activities and deliverables.
