Chemonics International seeks a Human Resources and Operations Specialist for the USAID/Tunisia Jobs, Opportunities, and Business Success (JOBS) project.

The purpose of JOBS is to create jobs in Tunisia by providing targeted technical assistance to individual firms, to increase that firm’s competitiveness, enabling it to expand and hire additional workers. At the same time, in support of the goal of job creation, the project will assist Tunisia with workforce development and job placement as well as identify and advocate for improvements in Tunisia’s business enabling environment.

The Human Resources and Operations Specialist will be responsible for the project’s human resources and operations related functions, including recruitment, onboarding employees, administrative and logistical support. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Manage full cycle recruitment process in compliance with established procedures and regulations, including collection of resumes, conducting interviews and reference checks;
  • Manage onboarding process, including collecting hew hire paperwork and coordinating new hire orientation;
  • Maintain all personnel files and ensure files are complete and in compliance with local labor law and the project’s policies;
  • Assist with maintenance and adherence to human resource standards and operating procedures;
  • Assist with the interpretation and application of policies and procedures;
  • Support day to day office operations, including but not limited to the purchase of office supplies, project travel logistics, event coordination tracking inventory of all project equipment, and managing project vehicle use and maintenance;
  • Coordinate and supervise Administrative Assistants as needed;
  • Perform other duties as assigned by the Finance and Operations Manager to achieve the project’s goals and objectives.

Critères d'éligibilité

  • Bachelor’s degree and/or 3 years of professional experience related to human resources and operations required
  • Experience supervising administrative staff preferred
  • Experience working with USAID or other international donors preferred
  • Excellent verbal and written and communication skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Arabic, French, English required
