Team purpose

To provide financial support to the Egypt Program Team for the implementation and monitoring of the financial aspects of projects, the management of the financial risks and opportunities, and to provide for the appraisal and analysis of the necessary financial aspects of proposal review and reports for the donor.


Post Conditions

Type of contract: Fixed term contract

Contract Duration: One year (renewable depending on staff performance and project funding)

Working hours: Full time (40hours/week)

Location: Based in Tunis, Tunisia

Salary & Conditions: According to Oxfam Salary scale and HR policy and conditions in Tunisia.

Starting date: As soon as possible.

Reporting to: Country Director (CD) OR Finance Coordinator

Job Purpose – Key Responsibilities and Accountabilities

  • Manage the budget and activity costs budget for projects and contribute to project work, ensuring adherence to donor requirements and audits.
  • Provide financial oversight and monitoring to partners in line with Oxfam, donor requirements.
  • Handling finance related queries regarding external Donors and related projects.
  • Communicate with various partners; ensure receipt of timely financial and progress reports & ensures donor compliance and eligibility of expenses. Take pro-active measures to ensure this.
  • Check and appraise the financial and audit reports of partners; communicate on the findings with the Programme officer and partners, and where necessary make proposals for follow-up.
  • Together with the Programme Officer/s, check and appraise the organisational structure, the (financial administrative) capacity and the management systems of the counterparts. If necessary, make proposals to counterparts and/or work out ideas for their improvement and strengthening.
  • Provide capacity building support to partner organisations and finance staff of country offices where required.
  • Draw up the budget for project proposals on the basis of the intended project activities. When a project is approved: prepare the financial management reports in line with the standards of the back-donor.
  • Liase and collaborate with all relevant staff and parties within Oxfam where and as needed.
  • Represent Oxfam Egypt when and if requested by CD.

Critères d'éligibilité

  • Bachelor degree in Finance or related degree
  • Commitment to Oxfam’s values and ways of working and to Oxfam's objectives to promote gender equity and diversity and the interests of marginalized people in all aspects of its actions.
  • High level of integrity and accountability.
  • Excellent command of Arabic and English (French is an asset).
  • Computer literacy, especially Excel and Advance Excel.
  • A team player, who works well in a multi-cultural environment, and communicates readily with colleagues and partners.
  • Ability to handle multiple priorities and to work under pressure and with tight deadlines.
  • Aptitude to learn quickly and to share learning with colleagues and partners.
  • Ability to work in a matrix work environment.
  • Excellent communication and interpersonal skills and proven ability to be flexible in demanding situations.
  • Experience in liaising with communities,individuals , CSOs, and other relevant stakeholders.
  • At least 5 years of relevant experience working as a Finance Officer / Coordinator in similar jobs and functions with local and/or internatoinal NGOs.
