Basic Digital Protection Training

Tender for: Delivering a three-day training on basic digital security

Background

IWPR will organize a 3-day training in Tunis, Tunisia, for Libyan civil society organizations participating in IWPR’s Protecting Activists and Civil Society in Libya (PAX) project, which aims to develop partner capacities in three targeted areas: safety and security practice; monitoring, mapping, and reporting human rights and Freedom of Expression abuses; and basic advocacy and outreach specifically tailored to the Libyan context. Through this training, the participants will gain a knowledge of basic digital security, including a recognition of existing threats and the need for better protections, and techniques to engage more safely using email, social media, and other digital platforms. TheParticipants will learn how to encrypt their data, protect sensitive information, and reduce their exposure to online threats through smarter use of social media platforms. This training will form the basis for stronger internal procedures around communication and the gathering or sharing of information and other data. IWPR is therefore seeking to appoint a consultant to conduct this training.

Scope of Work

  • Serving as the trainer in designing and conductingthe training;
  • Working closely with IWPR to agree on final details of the digital security agenda/curriculum;
  • Preparing all training materials;
  • Administering monitoring and evaluation tools that meet donor and IWPR requirements. This will include a pre- and post-training test for participants;
  • Creating a warm, welcoming and safe group environment;
  • Increasing participants’ knowledge, awareness and capacity to employ digital security tools and protections.

Technical specifications for the Consultant

  • Strong training skills in the specific subject matter detailed elsewhere in this request;
  • Strong interpersonal and cross-cultural communication skills;
  • At least five to eight years of progressively responsible relevant work experience in Digital Security, including demonstrated knowledge of the most current environmental and operational factors.

Deliverables

  1. One three-day training delivered per the approved schedule and content outline;
  2. A training narrative report in English as required;
  3. A toolkit for participants in Arabic that summarizes the digital protection tools practiced during the training;
  4. A Data analysis of Pre- and Post-test and evaluation.

General information

  • IWPR cannot accept responsibility for any costs incurred in the participation in this procurement, including any costs incurred in the preparation of the tender. Tenderers should note that IWPR reserves the right to terminate the procurement process at any stage and not to award any contracts;
  • All tenders received will be opened on the same occasion;
  • Tenders which pass preliminary evaluation checks to ensure that they comply with the basic requirements outlined above will then be assessed for quality of services and cost offered;
  • Quotations must be valid for one (1) month from the February 17 deadline.

Price Schedule


Total price must include all taxes and fees, in US Dollar, and should be expressed in a per unit basis, based on the needs listed in Chart 1 at the link.

Criteria for Selection

The evaluation of each response to this RFQ will be based on vendor demonstrated competence, compliance, format, and organization. The purpose of this RFQ is to identify product/service providers that have the interest, capability, and financial strength to supply IWPR with the product/service requested. Selection will be based on price, quality of product/service, and vendor experience. All quotes will be evaluated and scored based on the following criteria:

Price – 20%; Delivery Time – 30%

Product Quality – 30%; Vendor Experience – 20%

Terms and Conditions

  1. The Request for Quotes is not and shall not be considered an offer by IWPR.
  2. All responses must be received on or before the date and time indicated on the RFQ. All late responses will be rejected.
  3. All unresponsive quotes will be rejected.
  4. All quotes will be considered binding offers. Prices quoted must be valid for entire period provided by respondent.
  5. All procurement will be subject to IWPR contractual terms and conditions and contingent on the availability of donor funding.
  6. IWPR reserves the right to accept or reject any quotation or cancel the procurement process at any time, without assigning any reason, and shall have no liability to any vendors submitting RFQs for such rejection or cancellation of the procurement.
  7. IWPR reserves the right to accept all or part of the quotation when awarding the purchase order/contract.
  8. All information provided by IWPR in this RFQ is offered in good faith. Individual items are subject to change at any time and all bidders will be provided with notification of any changes. IWPR is not responsible or liable for any use of the information submitted by bidders or for any claims asserted therefrom.
  9. IWPR reserves the right to require any bidder to enter into a non-disclosure agreement.
  10. All Responses and supporting documentation shall become the property of IWPR, subject to claims of confidentiality in respect of the Response and supporting documentation, which have been clearly marked confidential by the bidder.

Form/Content of Response

All quotations shall:

  1. Be in the English language.
  2. Contain detailed cost in US Dollars, with applicable Tax/Charges clearly identified, and provided against each of the categories of services described in Chart 1 (available at the link).
  3. Provide requested payment terms and conditions.
  4. Describe the qualifications, experience and capabilities of the firm/consultant in providing the type of services being request by this RFQ.
  5. Provide at least 3 references for similar procurements with a description of the work done and the dates performed.
  6. Include a contact name, email address, and telephone number to facilitate communication between IWPR and the vendor.
  7. A brief outline of the company and services offered, including: Full legal name, jurisdiction of incorporation, and address of the company; Full legal name and country of citizenry of company’s President and / or Chief Executive Officer and / or all other officers and senior managers of the company; Year business was established.

Conflict of Interest

Tenderers must confirm in their proposals that there would be no conflict or perceived conflict of interest in relation to their servicing this contract. Conflicts may include any contractual, financial, or personal relationships with IWPR, including IWPR staff.


Assumptions

Tenderers must not make assumptions that the IWPR has experience of their service provision, even if on a current or previous contract. Tenderers will only be evaluated on the information provided in their response.
