IWPR will organize a 3-day training in Tunis, Tunisia for Libyan civil society organizations participating in IWPR’s Protecting Activists and Civil Society in Libya (PAX) project, which aims to develop partner capacities in three targeted areas: safety and security practice; monitoring, mapping, and reporting human rights and Freedom of Expression abuses; and basic advocacy and outreach specifically tailored to the Libyan context. Currently there is little reliable information on the state of FOE, media and activism freedoms when and where these freedoms are denied, and what kinds of events or environments affect the safety and security of journalists and civil society in Libya. Media and human rights defender organizations in Libya need skills and resources to collect and analyze this information so that responsive measures can be taken. Currently, a small number of Libyan organizations are working to document incidents but a lack of capacity and other challenges mean that the reporting is neither regular nor consistent. Also at issue is the everchanging landscape within which IWPR’s Libyan partners must operate, in particular the creation each day of “new violators:” armed or political groups with differing agendas or targets, that must be followed to understand the sources of violence or FOE violations.In response, IWPR will conduct an intensive FOE Incident Reporting and Analysis training in Tunis for its partners’staff. Calling on an international Data Analysis Expert and using tested approaches, IWPR will guide its partners staff through the process of collecting information, triangulating and confirming for accuracy, and capturing the information in a secure, internal mapping system. The intention is to better prepare IWPR’ partners to house and analyze the latest accurate information so it can release the information to the public both through a public mapping platform and through regular analytical reports for local and international audiences. The training will cover the entire process: incident, receiving reports, vetting, documenting, reporting out, releasing statements, and crafting responses.
IWPR is therefore seeking to appoint a consultant to conduct this training.
Total price must include all taxes and fees, in US Dollar, and should be expressed in a per unit basis, based on the needs listed in Chart 1 at the link.
The evaluation of each response to this RFQ will be based on vendor demonstrated competence, compliance, format, and organization. The purpose of this RFQ is to identify product/service providers that have the interest, capability, and financial strength to supply IWPR with the product/service requested. Selection will be based on price, quality of product/service, and vendor experience. All quotes will be evaluated and scored based on the following criteria:
Price – 20%; Delivery Time – 30%
Product Quality – 30%; Vendor Experience – 20%

Tenderers must confirm in their proposals that there would be no conflict or perceived conflict of interest in relation to their servicing this contract. Conflicts may include any contractual, financial, or personal relationships with IWPR, including IWPR staff.
Tenderers must not make assumptions that the IWPR has experience of their service provision, even if on a current or previous contract. Tenderers will only be evaluated on the information provided in their response.
