Title: Procurement Officer
Base: Tunis, Tunisia
Description: The Institute for War & Peace Reporting (IWPR) is seeking a Tunis-based Procurement Officer. The position procures goods and services in accordance with policy and standards; provides guidance, advice and support to ensure procurement processes are effective, efficient, and ethical and provide the best possible value; and assists senior management is program implementation as needed. This position is contingent on funding.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Procures goods and services in accordance with policy and standards.
- Analyzes procurement requirements and selects the most appropriate methods based on interpretation and assessment of established policies, practices and experience.
- Plans, organizes, and leads the bid solicitation process including drafting and issuing RFQ, RFP, developing bid evaluation criteria and guiding staff on processes involved.
- Chairs bid evaluation committees ensuring the integrity of the competitive process; facilitates bidder debriefings and exercises appropriate judgment and tact while ensuring to protect confidential information.
- Analyzes, negotiates and assists in preparation of contractual agreements ensuring appropriate terms and conditions are included to protect the company’s interests.
- Monitors and reviews progress of contractual agreements; reviews invoices for payment resolving any problems that arise and performs post contract evaluations.
- Assists with required written authorizations and prepares/issues instructions and imports/exports documentation to suppliers, freight forwarders, and/or carriers, to ensure timely and safe arrival of goods and compliance with domestic and international shipping regulations, customs regulations etc. Takes necessary action to resolve problems/disputes.
- Manages the work of assigned staff.
- Prioritizes, organizes, distributes, and coordinates the flow of work.
- Trains, guides, and advises staff.
- Ensures adherence to Standards of Conduct, the Employee Handbook, and other corporate and applicable policies, procedures, and schedules.
- Makes recommendations concerning employment, performance appraisals, salary actions, and other personnel actions.
- Resolves routine operating problems as they arise.
- Coaches project employees on relevant processes (i.e. Requests for Quotations (RFQ), bid evaluation criteria, negotiation memos and other competitive procurement tools to ensure project needs are met, that IWPR obtains best value, and to ensure procurement processes are perceived by suppliers as fair, open and ethical. Provides advice and guidance to staff on shipping methods and services, risks, and costs for domestic and international shipments, analyzing logistical requirements and deciding on appropriate methods and services to use, based on standard practice and plans, executing and monitoring shipments.
- Creates and maintains procurement records including electronic records in the GoogleDocs system and other systems, ensuring accuracy and integrity of data.
- Performs other duties and undertakes other projects as may be assigned from time to time.
