Within the framework of its project on the promotion of think tank work in the Middle East and North Africa, including Tunisia, the German Council on Foreign Relations’ (DGAP) MENA Program aims to strengthen the scientific and technical capacities of civil society actors in the region and the EU who are engaged in research and policy analysis and advice. The project is funded by the German Federal Foreign Office.

The objectives of the project are

  1. Analysis of pressing issues and developments in selected countries and the region;
  2. Training to develop new and enhance existing capacities in the field of policy analysis and advice;
  3. Networking with peers and political decision-makers to exchange experiences and increase visibility and credibility.


Applicants commit to participate in two four-day workshops, one in Berlin and one in Tunis. In between the two workshops, each participant will write a policy paper on an issue of their choice related to either security sector reform or socio-economic challenges in Tunisia (paper length: approx. 17.000-20.000 words, language: English). Selected applicants must submit a first draft (approx. 9000-12.000 words) latest three weeks prior to the first workshop in Berlin. Participants will receive guidance and feedback on their papers during the workshops and the main writing phase between mid-July and end of August 2017. The final version must be submitted before the second workshop in Tunis, during which all papers will be presented to the group and a selection of papers will be discussed with relevant Tunisian and European decision-makers.

Travel costs and accommodation

The organizers will cover accommodation and provide for travel subsidies based on participants’ country of residence. For the workshop in Berlin: participants travelling from Tunisia can be provided with a subsidy of max. 400€, participants travelling from the EU can receive a subsidy of up to 200 €. For the workshop in Tunis: participants residing in Tunisia are eligible for a subsidy of max. 50€, participants travelling from the EU can be provided with a subsidy of up to 400€. Travel expenses will be reimbursed after the second workshop in Tunis.

Workshop in Tunis: 06-09 September 2017

Presentation of final papers to the group and relevant decision-makers – Two days of training on policy advocacy and communication The working language is English.

Participation in both workshops and submission of a final paper are mandatory.

Critères d'éligibilité

  • The main target group are mid-level professionals from Tunisia and Europe who work in the field of policy analysis and advice in think tanks, academic research institutions, or comparable organizations.
  • The thematic focus will be on security sector reform and socio-economic challenges in Tunisia. This can include, but is not limited to, questions regarding parliamentary control over security forces, trust-building between the police and the public, youth unemployment, and regional disparities.
  • Applicants must have a topic relevant background and should demonstrate in their application how participation would benefit their professional activities.
