Position: Observer Coordinator Assistant 

Location: Tunis, Tunisia 

Anticipated duration: October 1, 2022 – February 28, 2023, with possibility of extension

Start date: As soon as possible

The Carter Center, a non-profit non-governmental organization, is seeking an experienced and  highly qualified Observer Coordinator Assistant to join its election observation mission for the  Dec. 17 elections.  

This position is open to Tunisian nationals only. 

Under the direct supervision of the Observer Coordinator, the incumbent will assist with the  following tasks: 

  • Assist the coordinator in the preparation of the observer deployment plan. Assist the coordinator in the preparation of observer briefings and debriefings. Ensure the signature of presence lists at the briefings/debriefings.
  • Assists in the preparation of the Long Term Observers (LTO) and Short Term Observers (STO) briefing packs.
  • Assist in the co-ordination with the Long Term Observers (LTOs) on political issues at a regional level.
  • Ensure a daily communication with the deployed observers and the follow-up of their daily reports.
  • Ensure the regular transmission of information and requests to the observer teams deployed in the country.
  • Ensure, in conjunction with the Logistics Expert and Security Expert assistants the follow up of observer movements and identification of accommodations.
  • Inform all observers of meeting and events agendas.
  • Assist in the preparation of a weekly report for the Chief Observer on the activities of the observers.
  • Assist in the preparation of documents for LTO/STO briefings/debriefings. Liaise between the Core Team and the LTOs;
  • Assist to provide the appropriate statistical information for the debriefing of LTOs and all information required by the Director of the Mission for the Final Report;
  • Any other tasks as may be required.

Qualifications: 

  • Completed secondary education. A degree in political science, social science or related field is an asset;
  • Six years of relevant working experience. Experience in national election administration, international organizations or non-governmental organizations is an asset; Excellent written and oral communication skills in English and in local language(s).  Translation/interpretation experience is an asset; Good computer skills;  
  • Tact, discretion and diplomacy;
  • Ability to work long hours and under pressure;
  • Ability and willingness to work as a member of a team;
  • Ability and willingness to deploy to the field, sometimes on short notice; and Demonstrated ability to work with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity;  

Deliverables:  

  • Translation and interpretation;
  • Briefing pack for LTOs;
  • Meeting arrangements; and
  • Draft correspondence and filing system.

The Carter Center in Tunisia: Following its international election observation of 2011, The  Carter Center retained a presence in Tunisia to monitor the constitutional drafting process and  observe the legislative and presidential elections of 2014. The Center remains in Tunisia to  monitor the process of harmonizing existing domestic legislation and new legislation with the  ideals of the 2014 constitution. Since then, the Center has continued to work with Civil Society  Organizations on capacity building issues. In 2018, the Center held focus groups in partnership with CSOs. The Center also strengthened the capacity and shared best practices with CSOs  preparing to observe the municipal elections. In 2019 the Carter Center fielded an international  observation mission to observe Tunisia’s early presidential and legislative elections. The Center  deployed an expert mission to observe the July 25 referendum and will deploy a full observation  mission for the Dec. 17 elections and a possible second round.
