 Context:

The National Democratic Institute for International Affairs (NDI) is seeking candidates for the position of a Senior Program Assistant for its Tunisia Political Parties Program for a duration of one year starting in March 2019. Position is based in Tunis. This program aims at supporting political parties and civil society partners in establishing practices at the local level that can prepare parties to deliver concrete improvements to citizen’s daily lives.

Through three specific objectives, the program would build the capacity of political parties to adopt more open and responsive party platforms and governance action plans; help political parties adopt internal mechanisms to hold elected officials accountable to their fulfillment of identified party governance action plans, and build the capacity of local civil society organizations to engage in the political process by monitoring the performance of elected officials. The Senior Program Assistant – CSOs will be specifically in charge of implementing the objective 3 focusing on local civil societies organizations, helping them build their capacities to engage with political parties and municipalities to deliver effective citizens-demand-based actions and services.

Main responsibilities:

  • Under close supervision of the program director manage general operations of the project and coordinates its implementation;
  • In coordination with and under close supervision from the program director, design and organize major events under the project (trainings, surveys, CSO coordination meetings etc);
  • Organize and provide CSOs trainings on subgrant management, in close cooperation with the subgrants accountant;
  • Follow up the implementation of the granted projects in relation with the regional coordinators and coordinate with the subgrants accountant in his financial reporting work;
  • In coordination with the national coordinator, oversee regional coordinators’ administrative and logistical work, and provide technical, administrative and logistical support as needed;
  • In partnership with the national coordinator, the M&E officer and the program director, contribute to project reporting, including monthly reports, political updates, success stories and post for NDI’s Facebook page and other outlets, and data collection, collation and analysis ;
  • Participate in all other tasks that can contribute to the realization and success of the program, and conducts research to support program implementation ;
  • Train and supervise interns on tasks;
  • Participate in strategic discussions and work planning;
  • Progressively act as NDI focal point for CSOs throughout all programs; develop and maintain relations with civil society and structure and coordinate institutional knowledge on CSOs;

Critères d'éligibilité

  • Bachelor’s degree in a relevant field
  • Master’s degree an asset
  • At least three years of relevant experience in program administration, logistical and financial support and previous experience in project management a plus
  • Familiarity and a good understanding of the regional and national political landscape
  • Excellent analytical skills are mandatory for this position
  • Good understanding of the decentralization and municipal issues in Tunisia
  • Familiarity with Environmental, Vocational Education and Employment and/or Health issues is a plus
  • Not a member nor a supporter of a political group, and has the capacity to work within a multiparty setting
  • Excellent oral and written communication skills
  • Fluency in oral and written French, English and Arabic
  • Excellent knowledge of Microsoft Windows and Office as well as Google applications
  • Ability to travel extensively within Tunisia and flexibility in terms of unusual working hours (weekends + holidays)
