Job Description 

The Innovation and Planning Agency is looking for a national project officer (w/m/d) to support  the “Basta Harraga Project” (BHP) in Tunisia. The BHP is supported by the European  Commission’s Asylum, Migration and Integration Fund (AMIF) and the Austrian Interior Ministry  and will be implemented as of March 2021 by EB projektmanagement GmbH (EBP) in Austria 

through its implementing partner Innovation Planning Agency Switxboard SUARL (IPA) in  Tunisia. 

The BHP tries to establish direct contact and involvement of Tunisian and third country  migrants to better care for those in particular need of protection and to ensure access to help.  The target groups are assisted with psychosocial support counseling and safe spaces,  facilitating reintegration in their country of origin, information and legal services in Tunis,  Sousse, Sfax and Zarzis. It is further hoped that alternative solutions and perspectives can be  developed to counteract irregular migration. 

Under the line management of the national project coordinator, the national team leader is  based in Zarzis and leads the office’s day to day affairs with a special attention to represent  the program vis-á-vis local and international stakeholders (e.g. IOM, Red Cross, etc.). Furthermore the Team Leader is supporting the program’s sub grant activities in Zarzis and  follows-up partner organization activities following instruction by the respective international  program responsible (based in Sfax). 

The team leader will formally line manage the social team consisting of 1 psychologist, 4 social  workers and 1 administrator and ensures the overall functioning of the office with the  assistance of a remote support team as well as adherence to IPA’s Code of Conduct and  standard operating procedures. 

The ideal candidate combines professional leadership and management skills with a flexible  hands-on attitude. He/She should bring a high level of social engagement, understanding of  migration issues and motivation with the ability to lead teams and to work independently to this  exciting position. 

Responsibilities and tasks :

  • Leads and supports social team; ensures smooth operations and adherence to EBP / IPA policies, guidelines, donor requirements, national laws and procedures Represents IPA Zarzis office and manages stakeholder relations in consultation with national coordinator and social team 
  • Follows-up and supports subcontracted activities of Tunisian civil society partner organizations under the supervision of program management in the Zarzis region Develops and plans activities and conducts regular team meetings and consultations with national project coordination 
  • Ensures follow-up of work and activity plan and performance indicators

Your Profile :

  • Documented results related to the position’s responsibilities
  • Work experience and / or expertise in at least one of the following technical areas: migration issues, international refugee law, psychosocial counseling approaches, Human trafficking, GBV, humanitarian and protection principles 
  • Excellent communication skills, both written and verbal and documented experience to establish collaborations with local government, UN agencies and further stakeholders including capacity to resolve issues through coordination and advocacy
  • Resilient and ability to deliver results in fast-paced, flexible environment Knowledge about own leadership skills; empowering and building trust Highly desirable background in migration related issues, refugee law, and / or GBV

Qualification and education requirements: 

  • Relevant diploma (e.g. social science, law) or relevant experience in humanitarian, or development assistance related projects
  • Desirable social engagement in Tunisian civil society; personal migration experience Computer skills (Microsoft Outlook, Word, Excel, Power Point ); desirable: interest in information systems, database developing and mapping

Language: 

  • Arabic (mother tongue)
  • Fluency in French and English (German is a plus)
  • good writing and translation skills
