Position Title : National Finance Officer
Duty Station : IOM Libya in Tunis, Tunisia
Classification : National Officer, Grade NOA
Type of Appointment : OYFT
Estimated Start Date : As soon as possible

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of Chief of Mission (COM) and the direct supervision of the Finance and Budget Officer, the National Finance Officer will be responsible for financial activities and functions of the Mission, in particular he will be responsible for:
Core Functions / Responsibilities:
1. In coordination with the Budget and Finance Officer, assist in monitoring and overseeing the financial management including the oversight of financial expenditures and accountability, as well as undertaking financial analysis and interpret reports of all activities for IOM Libya.
2. Monitor budget control process and analyse variances between budget and actual expenditures and outstanding commitments.
3. Assist Budget and Finance Officer, in coordinating the preparation of donor financial reports in accordance with IOM regulations and established procedures.
4.Prepare budgets for new projects in coordination with the Budget and Finance Officer, Programme/Project Managers (PMs) and Project Support Unit.
5. Maintain appropriate internal controls to safeguard the Organization’s assets,control cash and prevent fraud.
6. Conduct reviews to assure the accounting system is structured and employed in order to fulfil the objectives of the organization and, to determine the financial resources have been well managed, the accuracy of recording transactions, and the reliability of reports and financial conditions.
7. Evaluate the effect of transactions and recommend plans that will result in better financial management or greater efficiency of operations.
8. Ensure that the vendor/customer accounts are cleared in a timely manner and review all other outstanding financial matters with banks and suppliers.
9. Undertake quality control checks on the monthly accounts, ensure that debtor/creditor accounts are cleared in a timely manner and review all other outstanding financial matters with banks and suppliers.
10. In coordination with Budget and Finance Officer develop effective project, monitoring mechanisms and support documentation for project disbursement.
11. Provide advice and guidance concerning the Organization’s financial practices and rules and provide authoritative interpretation of requirements for handling transactions in the operation supervised.
12. Monitor the progress of month end closure and oversee the resolution of material issues concerning the accounts and projects of Sub-Office. Coordinate and communicate the results with the Budget and Finance Officer
13. Supervise the Finance Unit staff in Libya in Tunis and make recommendation for procedural improvements, also assist in training local staff in the relevant areas of finance.
14. Perform such other duties as may be assigned.

Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.
Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.
Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered.
In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.

Critères d'éligibilité

  • Education • University degree, preferably in the area of Accounting/Finance, Economics in related field, with two years of experience within the same field or another international organization.
  • Experience of working experience in financial management, accounting and budgeting.
  • • Experience in working in an international environment and in liaising with a variety of partners at all levels of the hierarchy.
  • • High level of computer literacy with specific proficiency in MS Excel.
  • • Ability to meet deadlines and work under pressure
  • • Ability to handle confidential matters
  • • Good level of computer literacy
  • • Personal commitment, efficiency, flexibility, drives for results
  • • Excellent communication and negotiation skills.
  • • Ability to present clear and concise information.
  • • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Languages Fluency in English and French is required.
