To strengthen our Team based in Tunis, we seek qualified candidates for the position of Monitoring, Evaluation & Learning (MEL) Specialist.

Job Summary


The MEL Specialist is responsible for the day-to-day implementation of the MEL Unit’s CLA approach, including its Learning Agenda, learning questions, Learning Plan, and associated CLA Calendar.

Leads on the implementation and write up of relevant CLA activities, including Partner Process Interviews (PPIs), After Action Reviews (AARs), and quarterly pause and reflect sessions.

Ensures that CLA activities lead to actionable program recommendations and learning.

Responsible for working with the Data Analyst to ensure that the Management Information System is updated.


Essential Job Functions: Duties and Responsibilities

  • Manages the day-to-day implementation of Ma3an’s CLA approach, including the Learning Agenda, learning questions, Learning Plan, and associated CLA Calendar.
  • Coordinates and documents outcomes of activity After Action Reviews and quarterly Partner Process Interviews
  • Supports the MEL Director in planning and facilitating the CLA Annual Reflection Workshops for local partners
  • Contributes to the creation of a program-wide CLA culture, championing openness, trust, and continuous improvement within the program team and partners.
  • Liaises with the Data Analyst to ensure that the program’s Management Information System is up-to-date, reviewing and revising program and Regional MEL officer inputs as required.
  • Supports in quantitative and qualitative data analysis (as required) for relevant performance indicators to promote evidence-based programming.
  • Contributes to the development and implementation of M&E tools and systems to improve ability to collect, interpret and aggregate data that demonstrate impact and program accountability and progress (as required).
  • Deputizes for the MEL Deputy Director as/when required.

Critères d'éligibilité

  • Bachelor’s Degree or its International Equivalent in Social Development, Development, Economics, Statistics, or another related field. Master’s Degree preferred.
  • A minimum of 3 years professional managerial experience, including at least 2 years’ experience working in monitoring and evaluation for complex development activities.
  • Comprehensive understanding of the political and social context in Tunisia.
  • Strong analytical and problem-solving skills, including qualitative data collection and analysis skills.
  • Excellent verbal and written communication skills.
  • Fluency in English and in Arabic and/or French.
