Job Summary

The MEL Deputy Director is responsible for the day-to-day management of the MEL Unit, including oversight of performance indicator data collection, analysis, and reporting.

S/he is responsible for ensuring timely and efficient data flows, including data collection, spot checks, data cleaning, and quality assurance.

S/he conducts analysis for relevant quantitative and qualitative indicators, including using the innovative Social Network Analysis tool.

S/he directly manages the four Regional MEL Officers and the MEL Specialist and deputizes for the MEL Director as required.  

Essential Job Functions: Duties and Responsibilities

  • Manages the day-to-day work of the MEL team, including its four Regional MEL Officers and MEL Specialist, providing capacity building and mentorship as required.
  • Supports the MEL Director in implementing the program’s MEL plan.
  • Leads on performance indicator data collection and quality assurance.
  • Provides quantitative and qualitative data analysis for relevant performance indicators to promote evidence-based programming, including developing high quality, participatory methodologies to monitor program quality for performance and results.
  • Works closely with the Ma3an program team to ensure compatibility and coordination with the existing M&E framework, and consistency with national and USAID requirements.
  • Undertakes periodic reviews and internal data quality assessments of Ma3an’s MEL systems, and participates in planning MEL system strengthening actions.
  • Contributes to the development and implementation of M&E tools and systems to improve Ma3an’s ability to collect, interpret, and aggregate data that demonstrates impact.
  • Collects lessons learned from Ma3an activities to facilitate adaptive program management.
  • Leads on new partner/subgrantee MEL inductions, ensuring their ability to provide high quality data and reporting, and overseeing capacity building activities on M&E topics (as required).
  • Liaises with national, multisectoral, and USAID colleagues as required.
  • Represents the organization to external entities at professional meetings and conferences (as required).
  • Deputizes for the MEL Director as/when required. 

Critères d'éligibilité

  • Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
  • A minimum of 10 years professional managerial experience, including at least 5 years’ experience managing monitoring and evaluation for complex development activities, especially those including, preventing and countering violent extremism, and/or youth and community engagement objectives.
  • Comprehensive understanding of the Tunisian environment and how it affects the project implementation, including political, legal, environmental, financial and social influences.
  • Strong analytical skills, including quantitative and qualitative data analysis and experience using relevant analysis software.
  • Excellent verbal and written communication skills. Strong experience with leading the development and writing of program reports and other deliverables.
  • Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization and possibly externally.
  • Ability to work under broad direction with considerable latitude for independent action.
  • Ability to play a coaching and mentoring role for others.
  • Fluency in English and in Arabic and/or French.
