Job Summary
The MEL Deputy Director is responsible for the day-to-day management of the MEL Unit, including oversight of performance indicator data collection, analysis, and reporting.
S/he is responsible for ensuring timely and efficient data flows, including data collection, spot checks, data cleaning, and quality assurance.
S/he conducts analysis for relevant quantitative and qualitative indicators, including using the innovative Social Network Analysis tool.
S/he directly manages the four Regional MEL Officers and the MEL Specialist and deputizes for the MEL Director as required.
Essential Job Functions: Duties and Responsibilities
- Manages the day-to-day work of the MEL team, including its four Regional MEL Officers and MEL Specialist, providing capacity building and mentorship as required.
- Supports the MEL Director in implementing the program’s MEL plan.
- Leads on performance indicator data collection and quality assurance.
- Provides quantitative and qualitative data analysis for relevant performance indicators to promote evidence-based programming, including developing high quality, participatory methodologies to monitor program quality for performance and results.
- Works closely with the Ma3an program team to ensure compatibility and coordination with the existing M&E framework, and consistency with national and USAID requirements.
- Undertakes periodic reviews and internal data quality assessments of Ma3an’s MEL systems, and participates in planning MEL system strengthening actions.
- Contributes to the development and implementation of M&E tools and systems to improve Ma3an’s ability to collect, interpret, and aggregate data that demonstrates impact.
- Collects lessons learned from Ma3an activities to facilitate adaptive program management.
- Leads on new partner/subgrantee MEL inductions, ensuring their ability to provide high quality data and reporting, and overseeing capacity building activities on M&E topics (as required).
- Liaises with national, multisectoral, and USAID colleagues as required.
- Represents the organization to external entities at professional meetings and conferences (as required).
- Deputizes for the MEL Director as/when required.
