Job Title : Monitoring, Evaluation & Learning (ME&L) Manager

Project : Department of State Funded Projects in Tunisia

FHI 360 is currently recruiting for the position of Monitoring, Evaluation & Learning (ME&L) Manager for its DOS portfolio in Tunisia. This includes a number of projects including ACEA, CURES and SURFF. Other projects might be added to this portfolio later on.

 

Job Summary:

The ME&L Manager will report to the ME&L Advisor and will be responsible for:

  • Supporting the design and implementation of a comprehensive monitoring and evaluation plan and supervising the work of the Regional M&E Officers (RMEOs) and the MEL Officer. She/he will be responsible for implementing the systems to safeguard the collection and management of output and outcome data, to analyze performance indicator data and to ensure that findings are fed back to DOS projects staff and considered in the adaptation of activities and work plans.
  • Facilitating reflection, learning, and adaptation throughout implementation of the project. Working collaboratively with program staff and partners.
  • Will ensure effective implementation of the DOS projects learning agenda and qualitative evaluations, including fostering learning among program staff and local partners.  S/he will work closely with staff, partners, and beneficiaries to facilitate data-based decision-making and learning throughout implementation. S/he will design qualitative data collection tools and analysis frameworks, s/he will lead partner process interviews and impact evaluations and facilitate reflection and learning workshops.
  •  Work hand in hand with the Knowledge Management and Communication teams to ensure DOS Projects learning is shared with appropriate audiences on the appropriate platforms.

Essential Job Functions: Duties and Responsibilities

Monitoring and Evaluation

  • Manage the development of a tracking and quality assurance systems for the project to ensure data quality.
  • Train and supervise MEL assistants to ensure data quality and timely data collection and reporting.
  • Ensure appropriate data collection tools and systems are in place and are being used correctly by staff and partners to collect required and accurate data for performance, monitoring and evaluation.
  • Work with technical staff to conduct data collection and verification and contribute to project performance and data reports as required.
  • Analysis of data collected from project surveys and other quantitative and qualitative data collection tools.
  • Provide support for to the MEL team and other staff members.
  • Coordinate and ensure a diligent evaluation process of the DOS requirements
  • Prepare MEL plans and facilitate submission and approval by DOS.
  • Develop Results Management Plans (RMPs), track progress and upload results on SAMs system implemented by DOS.

Learning:

  • Lead on design of the Collaboration, Learning and Adaptation plan for the project;
  • Contribute to the Collaborating, Learning, and Adapting (CLA) approach by producing monthly output and outcome reports with programmatic recommendations to inform program management on needed revisions.
  • Train the technical team and provide support for the development of the case studies and qualitative analysis.
  • Coordinate the development of a Learning Agenda for the project, and plan/coordinate events and activities to implement it;
  • Design qualitative evaluation tools and activities and ensure their effective implementation and analysis;
  • Conduct, document, and report on partner process interviews;
  • Facilitate and document key takeaways from bi-annual reflection workshops with staff and partners at the sub-office level to facilitate reflection on performance and impact, and exchange of learning;
  • Coordinate the program-wide Annual Learning Workshops to share and reflect on DOS projects annual progress, to review contextual trends, to share activity learning – positive and negative – and to identify synergies with other projects and adjustments needed for the next year’s activities;
  • Plan, convene, and report on After Action Reviews after major project activities and follow up with project staff and partners to ensure that lessons and recommendations are disseminated and incorporated into future activities;
  • Communicate and coordinate with other members of the project team as needed;
  • Produce the CLA sections of progress reports and other written deliverables
  • Participate in program monitoring visits/forums with other project staff as necessary.
  • Perform other related duties as assigned by supervisor.

Critères d'éligibilité

  • Bachelor’s degree in social sciences, statistics, evaluation science, international relations, or other related field (advanced degree preferred);
  • A minimum of 8 years professional experience, with at least 5 years\' experience conducting monitoring and evaluation and learning for complex development activities;
  • Experience training and supervising M&E staff.
  • Experience with both quantitative and qualitative data collection, developing data collection instruments, verifying data quality, and conducting data analysis, including using relevant software;
  • Demonstrated ability to work effectively with communities, civil society, local government representatives and other stakeholders;
  • Demonstrated ability to communicate effectively in Arabic, French, and English;
  • Ideally, the candidate will also have worked on USAID or other donor programs and be familiar with USAID’s approach to ME&L and CLA. Strong analytical, communication, organizational, writing, and interpersonal skills;
  • A strong understanding of Tunisia’s political, social, economic and cultural contexts at both the national and regional levels is essential;
