The Arab Institute for Human Rights

The Arab Institute for Human Rights is an independent regional non-governmental organization based in Tunisia. It was founded in 1989 on the initiative of the Arab Organization for Human Rights, the Union of Arab Lawyers and the Tunisian League for Human Rights and with the support of the United Nations Center for human rights.

The Arab Institute for Human Rights aims to promote a culture of human rights as enshrined in the Universal Declaration of Human Rights and international conventions, and to strengthen the values of democracy and citizenship in the Arab region.

Context: 

Civic Horizons is a regional consortium present in six countries (Morocco, Tunisia, Libya, Iraq, Jordan, and Lebanon). It endeavors to improve conditions for Civil Society (CS) in unique, innovative, and strategic ways. The overall action is piloting a holistic approach that brings together sets of strategies, tools, and knowledge that address the operational space of civil society through policy and legal lenses, as well as social and cultural lenses—with intersectionality and human rights-based approaches as a methodological backbone. This means that the way we seek to create change stands central to the program. The processes we roll out through our activities consider power dynamics and how to share power by creating space at the decision-making table. The values of human rights, transparency, participation, and ownership stand central in the governance and management itself of the program. 

The Consortium envisions a future where Civil Society actors and communities, especially youth, women, and marginalized groups (YWM), can participate in enabling a civil society environment that advances human rights, democracy, and fundamental freedoms throughout the MENA region. 

Civic Horizons is a three-year programme 2022-2024 co-funded by the EU.

The M&E expert will be conducting the end of Civic Horizons’ activities evaluations reports to capture the quality and results. They will also effectuate yearly evaluation built on activities in order to formulate analysis and recommendations.

Key End Results and typical Responsibilities:

• Review and ameliorate the monitoring and evaluation plan and tool of the Arab Institute for Human Rights.
• Conduct training to train programme staff, on the above-mentioned monitoring and evaluation tools.
• Technically assess the efficiency of the implemented activities.
• Review and monitor project progress in accordance with the indicators table.
• Provide a report of assessment of the conducted activities and ensure that the project is going in accordance with its predefined outcomes. ( results)
• Provide a report of assessment of the conducted activities and ensure the quality of Civic Horizons’ activities (evaluation forms, focus groups, impact assessment etc…)
• Participate in AIHR meetings with various project stakeholders when needed.  
• Hand in a final report that analyzes the project success and challenges it faces and gives recommendations and insights about learned lessons and where development is needed.

Qualifications and experience:

• Master’s degree in the field of management, data analysis, research, public policy or related fields.
• At least 5 years of experience in leading the Monitoring, Evaluation and Learning process. 
• Previous experience with the EU/ Regional Programme is a plus
• Experience in data management and survey data management and analysis for training projects.
• Experience with quantitative and qualitative research methodologies 
• Analytical and conceptual thinking and writing abilities.
• Fluency in English and Arabic. 

Duration

The consultancy has an average of 25 working days, through the duration January 2023 to March 2023.
