Project Background:

The USAID Fiscal and Accounting System of Tunisia (FAST) Project supports the Government of Tunisia (GoT) to improve public financial management.  FAST focuses specifically on enhancing and upgrading the government’s public financial management information system (PFMIS) to increase the efficiency, transparency, and predictability of public finances.  The project strengthens the government’s capacity to carry out fiscal, budgetary, and revenue collection mandates and advances electronic services to optimize regulations, procedures, and authorizations that reduce the cost and time burden on businesses, and promote innovation. Finally, FAST works to strengthen communication between policy makers and the public to build a common understanding of the constraints to—and opportunities for—economic expansion.

Purpose: 

The Monitoring, Evaluation, and Learning (MEL) Technician will support the MEL Manager in overseeing the MEL system, with the objective of measuring the progress and accomplishments of the FAST project against established indicators and meet client requirements for reporting on indicators and other performance data.

Responsibilities and Key Tasks:

  • Assist the MEL Manager in development of tools for monitoring and tracking of program activities and results
  • Assist with MEL trainings organized for the project staff  , partners and beneficiaries in monitoring, performance reporting and learning 
  • Work on data entry and data cleaning in the M&E databases   
  • Participate in regular field data collection and spot-check visits with the MEL team. 
  • Assist with drafting learning and communications materials, such as case studies, learning briefs, and success stories 
  • coordinate with technical teams regarding the training monitoring documents( training sheets, agenda, evaluation and attendance templates…)Ensure technical training reporting (attendance list check, training post and pre- evaluations, documents collection…)
  • Validate the training data quality and update the training dashboard accordingly
  • Take other duties as requested by the MEL Manager and project management 

Critères d'éligibilité

  • At least 3 years of professional experience. Experience in monitoring & evaluation, project management, or a related field preferred.
  • Bachelor’s degree (or equivalent) in a related field of study.
  • Experience with baseline survey design, and analysis preferred.
  • Proficiency in database management and data analysis preferred.
  • Excellent organizational skills and attention to detail, ability to prioritize and manage multiple tasks.
  • Experience with USAID projects required. Experience with international donor-funded projects is also an advantage.
  • Experience and familiarity with DAI systems and procedures preferred.
  • Oral and written fluency in English. French and Arabic experience preferred.
