Title: Interns: Monitoring Evaluation and Learning (MEL) Length of Assignment: Short-Term 

Reports to: MEL Specialist 

  1. BACKGROUND 

The Tunisia Jobs, Opportunities, and Business Success (JOBS) project is a five-year project funded by the  U.S. Agency for International Development (USAID). The purpose of the JOBS project is to help  Tunisian private companies increase their sales and exports sustainably in order to increase  economic growth opportunities, including job creation. JOBS will achieve this objective through  a multi-dimensional approach including:

(1) provide SMEs with needed resources, know-how,  enhanced competitiveness;

(2) enhance work force development by reducing the  education/training gap between the university and vocational training systems and the actual  needs of Tunisian businesses;

(3) promote a more effective business enabling environment by  working with the public and private sectors to promote policy and regulatory reforms; and

(4)  communicate to Tunisians, especially youth, the importance of market-led economic growth and  entrepreneurship to deliver needed resources to companies. 

  1. POSITION DESCRIPTION 

The MEL Interns will provide data gathering, verification, validation and analysis support to the project  in accordance with Chemonics’ highest standards and USAID regulations. The position is in support of  JOBS MEL activities in meeting its contractual objectives, ensuring that information provided on JOBS’  targets (job creation, increased in sales, people trained, etc.) are accurate and quantifiable.  

Specifically, the role of the MEL Intern will be manual and electronic verification and validation of data  collected electronically from project activities through SharePoint and the ArcGIS system and where  necessary conducting spot checks during field monitoring or surveys. S/He will support the MEL Director  in the implementation of the Activity Monitoring, Evaluation and Learning Plan (Plan) and MEL  activities outlined in the Annual Work Plan. 

  1. DETAILED RESPONSIBILITIES  

In collaboration with other MEL team members, the MEL Intern’s duties include (but are not limited to): 

  • Support data collection, verification and validation through manual reviews, electronic data  review or through random spot checks or surveys.
  • Contribute to the data entry efforts for jobs especially the update of the employee  database Assist the team in updating the jobs and sales tracking status in coordination  with GIS and C1 teams. 
  • Electronically review data and supporting documents submitted in Sharepoint or ArcGIS  to verify that the data corresponds with the supporting documents submitted;
  •  Cross-check and reconcile the different data sources used by MEL. 
  • Review data entered into ArcGIS for completeness and correctness against supporting  documents uploaded by the component teams. 
  • Provide daily feedback to MEL Specialist on issues identified during data verification  and validation in terms of the consistency between the data reported and the validity of  the supporting documents. 
  • Where applicable, perform data quality and integrity assessments in collaboration with Business Advisors (BAs). 
  • Regularly communicate progress against targets to MEL Specialist for validation.
  •  Attend JOBS data quality review training. 
  • Follow-up on PAs and TAs in coordination with GIS team. 

Other 

  • Perform other project duties as required. 
  1. LEVEL OF EFFORT AND PERIOD OF PERFORMANCE 

This position is on a short-term for a duration of six months.  

  1. LOCATION OF THE ASSIGNMENT  

The assignment will be in Tunis, with occasional travel within Tunisia as requested by the MEL team  leader. 

  1. SUPERVISION AND REPORTING  

The MEL Interns will report to the Tunisia JOBS MEL Specialists. 

  1. QUALITIFICATION 
  • Minimum of bachelor’s degree in business management and administration, economics, data analytics or related subject with emphasis on private sector development

Experience and Skills 

  • Willingness to learn and apply monitoring, evaluation and learning skills and knowledge
  •  Willingness and ability to work in teams
  • Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues.
  • Keen attention to details and ability to identify inconsistencies in data
  • Ability to effectively organize work and set priorities
  • Excellent management, organization, communication (verbal and written) and problem solving skills with the ability to prioritize assignments and meet required deadlines.
  • Ability to confidently engage with staff at all levels to define needs and expectations, collaborate on projects and communicate results.
  • Flexibility and ability to travel for maximum five business working days per trip.
  •  English language skills at a functional to fluent level are highly desired. French and Arabic fluency is required.  
  • Experience in the usage of computers and office software programs (MS Word, Excel), and knowledge in spreadsheet and database packages will be an added advantage.
  •  Experience in programs such as ArcGIS or any other GIS/mobile data collection application is desired but not required.
