BACKGROUND

The Tunisia Jobs, Opportunities & Business Success (JOBS) project is a five-year initiative funded by the U.S. Agency for International Development (USAID). The purpose of the JOBS project is to help Tunisian private companies increase their sales and exports sustainably in order to increase economic growth opportunities, including job creation. JOBS will achieve this objective through a multi-dimensional approach including:

  • provide SMEs with needed resources, know-how, enhanced competitiveness;
  • enhance work force development by reducing the education/training gap between the university and vocational training systems and the actual needs of Tunisian businesses;
  • promote a more effective business enabling environment by working with the public and private sectors to promote policy and regulatory reforms; and
  • communicate to Tunisians, especially youth, the importance of market-led economic growth and entrepreneurship to deliver needed resources to companies.

POSITION DESCRIPTION

The Data Analyst/Statistician will provide data analysis and reporting support to the project in accordance with USAID regulations. The position is central to JOBS meeting its contractual objectives, ensuring that information provided on JOBS’ targets and results (job creation, increased in sales, people trained, etc.) is interpreted and reported accurately and highlights patterns, impact, deficiencies by region, gender, sector, etc.

Specifically, the role of the Data Analyst/Statistician will be to review and analyze data collected electronically from project activities through the ArcGIS system, S/He will support technical teams during data review and analysis, when needed, using the ArcGIS Online system. S/He will support the MEL Director in the implementation of the Activity Monitoring, Evaluation and Learning Plan (AMELP) and MEL activities outlined in JOBS’ annual work plans by providing useful data analysis to contribute to the weekly, monthly, quarterly and annual reports, S/He will provide an update of progress made toward fulfillment of the activity objectives/results, by regularly reviewing and analyzing data reported in the ArcGIS system to generate useful information for decision making.

DETAILED RESPONSIBILITIES

In collaboration with other MEL team members, the MEL Data Analyst/Statistician duties include (but are not limited to):

  • Support the implementation of the project’s MEL plan especially in terms of data review, analysis and reporting
  • Monitor ArcGIS database and dashboard to identify data flow patterns and trends to inform project management and decision making
  • Analyze project results and create reports and presentations to support project management and strategic decision making
  • Contribute to the preparation of progress reports for project management (i.e. weekly, monthly, quarterly, and annual reports and JOBS’ annual workplan) capturing qualitative and quantitative data, including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations
  • Generate data and report that summarizes progress toward accomplishment of the benchmarks set forth in the work plan. The report must provide an update of progress made toward fulfillment of the activity objectives/results for that period in relation to agreed-upon performance indicators,
  • Utilize or propose new formats (graphs, infographics, and other methods) to enhance (e.g. simpler/clearer) data visualization for analysis
  • Work with MEL team to process and analyze data and information
  • Support the MEL team to regularly communicate progress against targets to project staff
  • Define and propose new data collection and analysis processes and needs based on data review
  • Provide technical leadership on data analysis, data mining, and data cleansing.
  • Correlate similar data within the ArcGIS database to find actionable results
  • Contribute to performance data quality assurance, analysis, data visualization and client support.
  • Support MEL training on data analysis and reporting

  • Perform other project duties as required.

LEVEL OF EFFORT AND PERIOD OF PERFORMANCE

This position is long-term, on a full-time basis.

LOCATION OF THE ASSIGNMENT

The assignment will be in Tunis, with occasional travel to other regions when necessary.

SUPERVISION AND REPORTING

The MEL Data Analyst/Statistician will report to the Tunisia JOBS MEL Director, but will be directly supervised by the Senior MEL/GIS Specialist.

Critères d'éligibilité

  • Minimum of bachelor’s degree in business analytics, statistics, or related subject with emphasis on economic growth, business management, or private sector development.
  • Approximately 3-5 years in the private sector is required with business experience in data analysis, statistics, management control, research and surveying, or other related areas.
  • MEL background or experience with USAID MEL systems is desired but not mandatory;
  • Experience in programs such as ArcGIS, statistical tools or any other GIS/mobile data collection application is desired but not required.
  • Ability to perform advanced data analysis
  • Working knowledge of statistics
  • Ability to communicate complex data in a simple, actionable way
  • Ability to visualize data in the most effective way possible
  • Analytical and problem-solving skills
  • Excellent attention to detail
  • Ability to think strategically and integrate diverse information from varied sources.
  • Adept at identifying and framing business problems, setting priorities, and making critical assessments.
  • Excellent management, organization, communication (verbal and written) and problem-solving skills with the ability to prioritize assignments and meet required deadlines.
  • Ability to confidently engage with staff at all levels to define needs and expectations, collaborate on projects and communicate results.
  • Knowledge of data gathering, cleaning and transforming techniques
  • Reporting and data visualization skills using relevant analytical tools
  • Ability to troubleshoot data
  • Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues.
  • English language skills at a functional to fluent level are highly desired. French and Arabic fluency is required.
