Monitoring, Evaluation and Learning Manager
Location: Tunis, Tunisia

Position Summary

Search is seeking an experienced Monitoring, Evaluation and Learning (MEL) Manager for a project that aims to empower communities to prevent violence in Libya, Morocco, Tunisia, and Yemen.

Job Responsibilities

  • Lead the design and implementation of conflict sensitive and gender sensitive quantitative and qualitative MEL tools, including baseline surveys; pre/post-tests, focus group and interview protocols; and baseline, mid-term, and end-line survey instruments.
  • Coordinates with the Institutional Learning Team to ensure collaborative production and implementation of MEL tools, MEL staff TORs, evaluation and research study TORs, learning meetings and workshops, and other MEL-related tasks and deliverables.
  • Oversee data collection, management and analysis.
  • Carry out regular data quality checks to ensure that data is accurate, secure, complete and timely and representative of gender dynamics.
  • Supervise and build the capacity of project MEL staff, including country-specific M&E focal points.
  • Review and modify MEL plan and tools as needed to maintain their relevance and conflict sensitivity/gender sensitivity within dynamic contexts.
  • Plan and facilitate reflection meetings; lead the operationalization of lessons-learned
  • Develop institutional learning documents based on project achievements, methodological approaches and lessons-learned from the project implementation, and share out with relevant country, regional and headquarters teams.
  • Contribute in the development of donor and activity reports.
  • Develop TORs and lead recruitment for project MEL staff as needed, including external evaluators and technical consultants on MEL related scopes of work.
  • Coordinate and manage external evaluation contracts and MEL related consultants as needed.
  • Complete other tasks as required by the Search DME Protocols and project needs.

As job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key responsibilities.

Critères d'éligibilité

  • At least 5 years of MEL experience in peacebuilding, protection or a related field;
  • At least 3 years of field-based data collection and analysis experience. Experience in developing gender-sensitive indicators and conducting gender sensitive analysis is desirable;
  • Bachelor’s Degree in a related area required (Master’s degree preferred, but additional experience can be substituted);
  • Demonstrated experience and technical capacity in designing and operationalizing quantitative and qualitative conflict-sensitive and gender sensitive data collection tools, including interviews, surveys, focus group discussions, and pre/post-tests;
  • Strong knowledge and experience with participatory M&E methods and theory of change;
  • Strong conflict analysis and report-writing skills;
  • Familiarity with inter-ethnic and inter-religious dynamics in the MENA;
  • Ability to work collaboratively with and manage a diverse team in multiple locations
  • Experience working on conflict early warning/early response systems (EWERS) is a strong advantage;
  • Experience mainstreaming gender into the development and implementation of M&E tools;
  • High standard of integrity, professionalism, and impartiality;
  • Ability to multitask, work independently, and meet tight deadlines.
  • Strong written and verbal communication skills in English and Arabic and French.
  • Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing MEL related consultants
  • Detail-oriented and highly organized, with a proactive approach;
  • Sense of humor
  • As this position is based in Tunis, Tunisia, candidates must have legal right to work in Tunisia
