Mercy Corps has been active in Tunisia in July 2011, working to support youth employability and entrepreneurship
opportunities, increasing civic engagement, and improving the capacities of local authorities, civil society
organizations, and private sector organizations to engage in positive governance. Our goal is to empower and
engage citizens, support the development of an inclusive and enabling environment, foster resilience, and support
social cohesion.
Mercy Corps Tunisia’s strategy adopts a multi-tiered approach to address constraints at the national level,
capacity building at the local level; and supporting individual citizens, in particular youth, to build their social
capital. Our cross-cutting themes of Peace-building and Citizenship, Gender and Inclusion, Resilience and
Migration are integrated into our programs to support an enabling environment in Tunisia where people are
empowered, included and engaged with equal access to opportunities.
With our head office in Tunis, we currently have three field offices in Gafsa, Medenine and Jendouba, with
programs funded through a variety of donors, including AFD, EC, SDC, Hivos, Dutch Ministry of Foreign Affairs
and ROTA. Our mission, vision and strategy is actualized through the coordinated and effective delivery of each
complementary program, and we are constantly seeking to enhance the quality of our implementation in order to
maximize the positive impact of our work.
The Program Quality & Development Manager will provide technical guidance and support for grants
management, coordination, and program development across the country programs’ portfolio of multiple grants.
The Program Quality & Development Manager will assist in securing new programs by coordinating or leading
proposal development processes, support partnership development, and tracking of new opportunities. S/he will
provide technical guidance, capacity building and support to all Program Managers across the country programs
to ensure that appropriate systems and support mechanisms are in place to track, analyze and report on results,
as well as to ensure grant compliance. S/he will have oversight of the Mercy Corps Program Management
Minimum Standards (PM@MC) function by working closely with the Director of Programs to advise Program
Managers on best practices for program management, in line with PM@MC standards, as well as donor
requirements. S/he will have oversight of the development of effective program filing and archiving systems,
standardization and capacity building of program teams on the process for program quality checks and making
cross-department processes more efficient (as required). S/he will work collaboratively with the Programs
Managers and Director of Programs, Senior M&E Officer, Technical Advisors and Headquarters (TSU and Desk)
staff. The Program Quality & Development Manager is highly motivated, s/he is an effective communicator, self-
driven and able to move forward challenging projects with limited daily support and direction.

PROGRAM AND PROPOSAL DEVELOPMENT
PROGRAM QUALITY MANAGEMENT
CAPACITY DEVELOPMENT AND COORDINATION
Support the DoP and Senior M&E Officer in the development of an Adaptive Management culture at country-level,
providing training and guidance in adaptive management techniques and decision-making.
Build capacity of program teams with information, tools and resources to improve performance and reach
objectives, and review programmatic tools.
Organize workshops, trainings (for Mercy Corps staff and partners) as needed to answer the programs’ needs.
REPRESENTATION AND COMMUNICATION
In coordination with Technical Advisors, provide support to the Country Director, DoP and Program Managers to
represent Mercy Corps programs with national and international counterparts, donors, partners and participate in
coordination forums as required.
Provide support to Program teams in the organization of donors’ visits.
Manage and support Communications Officer to development strategic, cross-program communication materials,
such as sector profiles, impact reports, program briefings, leadership and positioning pieces, key messages,
talking points, and other relevant pieces.
Security
Ensure compliance with security procedures and policies as determined by country leadership.

As part of our commitment to organizational learning and in support of our understanding that learning
organizations are more effective, efficient and relevant to the communities they serve, we expect all team
members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
Accountability to Beneficiaries
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our
beneficiaries and to international standards guiding international relief and development work, while actively
engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
Success Factors
The successful Program Quality & Development Manager will combine exceptional writing skills and experience
in providing technical support across program teams. S/he will also have proven experience with team
management and will possess high level of adaptability and be able to adjust to the constantly changing priorities
and deadlines in order to meet program objectives, deliverables and
internal/donor compliance. S/he will have previous experience working on a variety of different programs/sectors
in a development setting. Prioritizing, problem solving, team-building, ability to seize opportunities, attention to
detail and strategic vision are essential. The most successful Mercy Corps staff members have a strong
commitment to teamwork and accountability, thrive in evolving and changing environments and make effective
written and verbal communication a priority in all situations.
