Program / Department Summary
Mercy Corps has been present in Tunisia since 2011, focusing its interventions on employability, entrepreneurship Financial Education and CSOs capacity Building with funding from MEPI, DFID, EU and AFD. Mercy Corps is committed to working with Tunisian associations and civic organizations to support their transition to an independent civil society and to help, them take on new responsibility and strengthen their capacity to constructively interact with the government and private sector.
To help Tunisian civil society organizations understand and adopt the new role and responsibilities that are now open to them, Tunisia WAVES Program (Wiring Accountability for a Vibrant Economy and Society) will support leading Tunisian CSOs to develop their organizational capacities and manage programs in an accountable way in accordance with feasible Outcomes frameworks, and set themselves up for autonomous operations well into the future. The program is based on the premise that the robust financial support provided to Tunisia for the setup of its CSO sector post- 2011 revolution will eventually weaken – meaning that Tunisian civil society needs to be well placed to keep pushing again and again with reduced financial resources but increased skills and efficiency – to ensure a future that is democratic for all Tunisians.
General Position Summary
The Program Manager is responsible for coordinating and implementing the WAVES Program including daily management of program activities and program staff, and ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results. The PM is a strong team leader, able to develop and mentor team members and is an effective communicator, able to work with internal and external stakeholders to achieve common objectives.
S/he is responsible for managing relationships with local partners, beneficiaries and USDOS representatives, contributing to achievement of country goals through innovation and program development and displaying expertise.
Essential Job Responsibilities
- Foster a collaborative relationships with the implementing partners and work closely with them to identify and resolve implementation obstacles.
- Manage program activities according to the work plan, project document and implementation strategy.
- Ensure that program staff, the participants and the program partners achieve the program approach, vision and objectives.
- Liaise with local authorities and program stakeholders.
Strategy & Vision
- Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
- Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to country-wide strategy development.
- Develop and organize activities to secure resources for programs and convince stakeholders to provide support.

- Develop the capacity of the team, deepen understanding of their roles and assist with career development.
- Assist team members with information, tools and resources to improve performance & reach objectives.
- Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.

- Hire, orient and lead team members as necessary.
Program Management
- Collaborate with program, finance and administrative staff.
- Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
- Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.
- Implement and model Mercy Corps’ philosophy of social entrepreneurship and leverage Mercy Corps’ best practices.
- Fulfill Mercy Corps’ Program Management Minimum Standards based on the organization-wide guide.
- Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.

- Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
- Communicate effectively to ensure overall project targets and donor obligations are met.

The successful PM will combine exceptional management skills and experience in maintaining donor and partner relationships. S/he will have an outstanding ability to develop, implement and manage innovative programs within the current and future program structure of Mercy Corps in the region. S/he will also have proven experience with cross-cultural team and capacity building, individual staff development and strong mentoring skills. Prioritizing, problem solving, ability to seize opportunities, attention to detail and strategic vision are essential. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
