Job Title: Monitoring, Evaluation, and Learning (ME&L) Advisor

Project: Tunisia Resilience and Community Empowerment (TRACE)

FHI 360 is currently recruiting for the position of Monitoring, Evaluation and Learning (ME&L) Advisor for an USAID Tunisia Resilience and Community Empowerment project called Ma3an. Ma3an (“Together” in Arabic) is a five-year (September 2018 – August 2023), $48.5 million USAID project that engages some of Tunisia’s most vulnerable communities as the engines of their own transformation. Ma3an works with 30 communities in 16 governorates across Tunisia. The project’s goal — to increase capacity of communities to withstand political, social, and economic stresses and shocks — is supported by three interrelated objectives:  Objective 1:   Community resilience is strengthened. Objective 2:   Community vulnerabilities are mitigated. Objective 3:   Build capacity of Tunisian partners to sustain and replicate the model. Ma3an works with local partners to identify local needs and introduces activities that scale up collective action and engage communities in sustaining local successes. Ma3an develops public-private partnerships that help individual communities respond to unique challenges and works with community stakeholders to develop their sense of ownership and commitment. These activities will build capacity in existing entities (e.g., schools, local organizations, public and private sector institutions) and enable them to carry forward activities long after the program ends.                                                                                             

 

Job Summary:

 

The ME&L Advisor plays a lead role in the design and implementation of a comprehensive ME&L plan with appropriate indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to annual work plans or data collection techniques as needed. S/he also oversees the development and implementation of the TRACE Learning Agenda. S/he trains staff and partners and liaises with USAID on M&E reporting requirements, project learning strategies, and protocols for modifying the ME&L plan. S/he works closely with local partners to coordinate local data collection in the field and contributes to the development of monthly and quarterly performance reports. 

 

Essential Job Functions: Duties and Responsibilities

  • Manage and coordinate implementation of the project ME&L plan, as well as a Collaborating, Learning, and Adapting (CLA) approach. 
  • Supervise and provide guidance to relevant project staff, including ME&L Officers..
  • Supervise and lead implementation of data quality assurance systems for the project.
  • Oversee the project’s management information system and database, ensuring that data is accurately uploaded into the system by staff and partners on a regular basis. 
  • Lead the development of the data collection tools and systems needed for the implementation of the project’s performance monitoring plan (PMP).
  • Operationalize the PMP, including data collection and verification and prepare project performance and data reports as required.
  • Ensure data collection tools and systems are being used correctly by staff and partners to collect required and accurate data for performance, monitoring and evaluation.
  • Identify ME&L technical assistance (TA) needs of partners, facilities and/or government counterparts and provide/organize TA through training, mentorship, and/or on-site supervision.
  • Participate in program monitoring visits/forums with other project staff as necessary.
  • Ensure all relevant project staff are aware of and adhere to funder and government monitoring, evaluation and reporting guidelines and requirements.
  • Continuously review and analyze collected data and advise program management on needed program revisions.  
  • Advise and promote best practices in data management and ME&L among project staff and partners.
  • Coordinate closely with the USAID Monitoring and Evaluation for Tunisia and Libya project (METAL) project.
  • Assist the Chief of Party with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting requirements of USAID.
  • Ensure the utilization of Monitoring data and learning in program implementation
  • Perform other related duties as assigned by supervisor.

 

Minimum Requirements

  • Master’s degree in social science, statistics, evaluation science or other related field preferred; 
  • A minimum of 10 years’ work experience, including at least 6 years relevant professional experience managing monitoring and evaluation for complex development activities, especially those including community development, community resilience, youth engagement, and/or social cohesion objectives; 
  • Proven capacity to manage teams effectively to ensure the delivery of MEL outputs;
  • Demonstrated ability to work effectively with communities, civil society, local government representatives and other stakeholders; 
  • Demonstrated ability to communicate effectively in English and Arabic, both verbally and in writing; 
  • Demonstrated ability to coordinate monitoring, learning, and evaluation processes across multiple technical offices, local stakeholders and geographic regions; 
  • Mastery of the design and implementation of qualitative and quantitative data collection methodologies; experience with complexity-aware monitoring and evaluation models is desired. 
  • Demonstrated data analysis and report writing skills. 
  • Ideally, the candidate will have experience working on USAID or other donor programs and be familiar with USAID’s approach to ME&L and CLA.
