General Mission :
Under the supervision of operations manager , the MEAL Officer is responsible for the proper implementation of monitoring, evaluation, accountability and learning and information management systems in projects in the area(s) to which he/she is assigned.
He/she is responsible for supporting the design of monitoring and evaluation tools, the collection and analysis of all data and information to monitor performance and learn from projects in order to ensure continuous improvement. He/she is also the focal point for the implementation of the accountability to population system in the area(s) to which he/she is assigned.
Missions / responsibilities:
1. Strategy
Definition and implementation of MEAL and Information Management (IM) action plans in his/her geographical area(s)
∙ Is responsible of implementation of monitoring systems, data collection, information management, evaluation, accountability towards affected populations, and knowledge management adapted to the context and in compliance with HI standards.
∙ Inform regularly the Project manager about any information or difficulty that may contribute to the improvement of systems.
∙ Steers the performance management of the MEAL department.
2. Expertise
2.1 Contributes towards improving HI’s response within her/his geographical area
-Is responsible for the use and the development of tools for measuring effect and impact and facilitating decision-making, learning and accountability.
Supports project managers in implementing the minimum project management processes described in the PME (Planning, Monitoring & Evaluation) policy and guidelines
∙ Ensure the proper planning and implementation of essential project management processes on the project
Is responsible for setting up systems for monitoring results and complying with methodological standards for conducting surveys
∙ ensures the creation of systematic monitoring plans and regular monitoring of project indicators. ∙ Provides technical support to project managers and trains project teams and surveyors in monitoring and survey methods. In particular, supports the design of questionnaires and survey protocols implemented in the area(s) to which he/she is assigned.
∙ Contributes, as required and as part of monitoring plans, to specific surveys or monitoring activities through their supervision or direct implementation.
Is responsible for setting up the data and information management systems defined at programme level for the area(s) to which he/she is assigned
∙ Develops databases as required and ensures data recording and processing as part of the surveys implemented.
∙ Contributes to the collection of data analysis needs and the creation of dashboards
∙ Ensure access to internal and external information relevant to all staff in the area(s) to which he/she is assigned.
Is responsible for compliance with HI standards in terms of project evaluation of the area(s) to which he/she is assigned.
∙ Is responsible for the respect of HI’s commitments regarding project evaluation activities including annual self-assessments and follow-up of internal and external evaluations conducted in the area(s) to which he/she is assigned.
∙ Ensure that feedback sessions on the results of evaluations are held with beneficiaries, partners and other project stakeholders in the area(s) to which he/she is assigned.
Is responsible for the implementation in the area(s) to which he/she is assigned of the accountability mechanisms to the beneficiaries
∙ Contributes to the definition of accountability mechanisms for populations and is responsible for the animation of these mechanisms within the area(s) to which he/she is assigned.
∙ Provides the Project manager with regular analyses of the accountability mechanisms in place for continuous improvement of interventions.
Contributes toward the ownership of learning frameworks and methodologies by the programme, for the continuous improvement of HI’s interventions
∙ Is responsible for setting up processes and methods to collect, analyse, model and appropriate the knowledge produced, according to the frameworks
∙ Contributes to the analysis of information collected and knowledge produced to strengthen collective learning.
∙ Shares the knowledge produced on the area(s) to which he/she is assigned internally to the program and more broadly at the organizational level through the use of HI Library.
3. Influence
Contributes to the external representation and promotion of HI’s expertise.
Represents HI’s expertise in MEAL and IM in all relevant networks in its area of intervention. Contributes locally to communicate messages in line with the Stratop priorities.

Specific qualifications required :
Language: Arabic & English mandatory
Experience: Minimum 2 years of experience in the humanitarian or development field, including significant experience in project management
