BASE LOCATION: Tunis Office (With frequent  field travel )

REPORTING TO: Monitoring , evaluation , accountability and learning MEAL Coordinator

Supervision Role: Not Applicable

CONTRACT LENGTH: 6  Months with possibilities of extension depending on performance and budget availability **

THE ORGANISATION: 

Established in 1984 in the UK, Islamic Relief is an international NGO seeking to promote sustainable economic and social development by working with local communities through relief and development activities. 

Islamic Relief provides support regardless of religion, ethnicity or gender and without expecting anything in return. Islamic Relief has been working in Tunisia since 2011, when we supported refugees fleeing violence in Libya as well as host Tunisian communities primarily as a response to the influx of refugees during the Libya Crisis.  Since registering an office in Tunisia in 2012, Islamic Relief has set up and managed camps on the Tunisian border and provided humanitarian services to over 15,000.  As well as supporting refugees Islamic Relief has implemented projects in health, water and sanitation, food security and education sectors as well as supporting capacity building of local associations

PURPOSE OF DEPARTMENT:

The MEAL Department is responsible for establishing, managing and improving Programs Quality systems including evidence based progress verification, capture learnings across activities implementation, demonstrate accountability and impact measurement at program Level to meet IR Strategic objectives.

JOB PURPOSE

Under the supervision of the MEAL Coordinator, and in collaboration with project staff, the M&E Assistant Trainee is contributing to the implementation of M&E activities in the field, by collecting data and information about project achievement and beneficiaries.

M&E activities may include (but are not limited to) monitoring visits at project sites, post-activity monitoring (e.g. -post-distribution monitoring), KAP survey, evaluation survey, satisfaction, and quality monitoring and verification of beneficiaries’ identity.

Keep the M&E database up to date and help program staff prepare periodic high quality reports. Assist program staff during survey planning and implementation especially preparing logistics needed, participating in data collection and cleaning.  Support MEAL Coordinator in implementing required MEAL Activities as per IRW MEAL framework

Has regular contact with Program team, volunteers and labours.

SCOPE AND AUTHORITY

Scope of the Role:

Under the direct line management of MEAL coordinator. the role holder will play a pivotal role to assist   in harmonizing cross Programs MEAL processes including Data Collection, Analysis and Automation and Management. Work with Program team to ensure systems and procedures are adhered to, reviewed, and updated as appropriate.

the Monitoring and Evaluation (M&E) Assistant Trainee will assist to ensure Proper implementation if IRW   Monitoring Evaluation Accountability and Learning (MEAL) framework, programme quality and accountability through efficient and effective collection, Verification, and review of information received from Program level.

Responsibility for Resources: 

The M&E Assistant (Trainee) will be responsible for First level data quality verification, means of verification review and compiling as defined within the Project MEAL Plans

KEY ACCOUNTABILITIES

Responsibilities and scope of duties

  • Under the supervision of M&E Coordinator, M&E Assistant Trainee will
  • Collect data in the field for Monitoring and Evaluation activities in direct contact with beneficiaries and communities targeted by project, under direct supervision of the M&E coordinator
  • Ensure quality of data and other information collected in the field
  • Contribute to improve analysis of data collected and reporting by providing inputs from the field
  • Report observations done on the field during M&E activities
  • Keep good contact with beneficiaries and representatives in IR area of intervention
  • Provide guidance and support to the teams of enumerators (daily workers) by leading them during field activities

Specific goals and related activities

DATA COLLECTION FOR M&E ACTIVITIES AND PDM SURVEY

  • Participate in all M&E activities in the field, by conducting data collection among IR beneficiaries and non-beneficiaries
  • Ensure data collection for the PDM survey
  • Ensure data collection by complete fulfilment of pre-arranged questionnaires and forms; using IR internal tools and including taking pictures of the M&E and project activities
  • Assist with database review and analysis
  • Enter data into project databases accurately, and according to the M&E work plan within deadlines
  • Perform rigorous project data cleaning and field-level error reconciliations (Data Quality checks), jointly with the program team to ensure that the data sitting in the program data base is of integrity
  • Perform data quality checks on regular schedule and under the guidance of M&E coordinator
  • Support the M&E Coordinator in leading the enumerators (daily workers) during data collection processes if needed and ensure the quality of the data collected
  • Participate regularly in training sessions or information sessions in order to maintain his/her knowledge up to date, and to improve it
  • Participate in the administrative and logistical organization, planning and preparation of M&E missions under supervision of the M&E Coordinator

DATA AND REPORTING

  • Provides daily and weekly reports of his/her activity to M&E Coordinator
  • Keep M&E files archived at the IR Tunisia Main office and accessible to the team
  • Proceeds to the transcription on soft copy of all data collected on the field through hard copies
  • Support the Technology & Information Management and learning Trainee into the process of cleaning data by sharing valuable information gathered in the field
  • When requested by the Technology & Information Management and learning Trainee and under the supervision of MEAL Coordinator enter or modify data directly into various databases
  • Report observations done on the field related to project and M&E activities to the M&E Coordinator
  • Report and address any irregular situation to the line manager considering the confidentiality of the topic

CONTACT WITH BENEFICIARIES AND AFFECTED POPULATION

  • Remains in touch with the population and local authorities to monitor consequences of external events on IR projects activities as well as the impact of IR Projects activity on beneficiaries.
  • Based on field observation, report to line manager any un-answered humanitarian needs, evolution of the context or any other protection issue related to the targeted communities.
  • Based on field observation, report to line manager any potential negative impacts in terms of protection / Do No Harm / acceptance linked with IR operations.

COORDINATION AND SUPPORT TO PROGRAM

  • When requested by the M&E Coordinator, he/she contributes to support Programs’ staff, field workers and daily workers on M&E processes and activity on the field
  • When requested by the M&E Coordinator, debrief with the M&E and program field team (including daily workers) about conduction of MEAL activities
  • Participate regularly to team meetings and bilateral meeting with program staff
  • Participate in project activities, as a support, when necessary and requested by M&E Coordinator

TRANSVERSAL

  • Comply with IR Tunisia Protocols including Child protection /Safeguarding Policies in the field
  • Actively participate in relevant learning, MEAL, strategic or programs workshops and meetings;
  • Participate in assessments in support of program teams when requested by M&E Coordinator
  • Identify challenges for the MEAL department, report and suggest continuously rooms of improvements based on the findings of M&E activities
  • In case the Trainee has translation skills, she/he contribute to speaking and writing translations for any MEAL document that requested by his/her manager, including but not limited to translation of survey, IEC tools, presence during recruitment or meetings (internal or external)

Reporting

  • Prepares periodical report detailing Disaggregated Data needed for reporting
  • Foster good relationships and team spirit with program and operations staff in the field
  • Perform any other M&E tasks assigned by the M&E Coordinator or his/her supervisor

Critères d'éligibilité

  • It is essential that the post holder shows a good understanding and sympathy with the Islamic values and principles as well as commitment to Islamic Relief vision and mission.
  • Interested candidates must be pursuing or pursued their degree in areas related to this Job Opening A bachelor`s degree in Social Sciences, Information Technology, Development Studies, Statistics or a related discipline). Considerable experience in qualitative and quantitative data collection methods
  • Be computer literate in standard software applications including MS Suite (Word, Excel, Power Point);
  • Good interpersonal and problem-solving skills
  • Ability to communicate clearly, concisely and effectively
  • Ability to work in multi-disciplinary and multi-cultural contexts
  • Ability to work under pressure/cope with tight deadlines Fluency in spoken and written Arabic and French English is a Plus.
  • Sympathetic with aims & objectives of Islamic Relief
  • Be enrolled in a graduate school programme (second university degree or equivalent, or higher); or Be enrolled in the final academic year of a first university degree programme (minimum bachelor’s level or equivalent);
  • Freshly graduate with minimum 6 Month to 1-year Previous internship experience in M&E Field applicants are welcome to apply
