Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors).

In order to carry out its efforts towards gender equality and gender mainstreaming, UN Women is recruiting a legal consultant to assist it in its actions during 2019. The consultant will work under the supervision of the National Program Officer of the UN Women’s Office in Tunisia.

Duties and Responsibilities

Provide legal expertise and support to UN Women’s work around issues of gender equality and gender mainstreaming in different areas.

A) Mandate of the consultant:

The National Consultant will be in charge of:

  • Providing legal expertise to the UN Women team as requested. This can take the form of: texts to analyze, advice on drafts of laws related to the theme of gender equality and gender integration or the axes of the office’s work;
  • Conducting a monitoring of legislation / regulation related to women’s human rights in Tunisia and also at the level of the international protection system and its involvement at the national level;
  • Linking these legal developments with the socio-political context of the country;
  • Drawing the attention of the UN Women team on significant developments related to the theme of equality between women and men in Tunisia and internationally and provide an overview of discriminatory laws and the texts adopted each month;
  • Providing a presentation / training session on themes related to legal aspects to the UN Women team, other UN agencies or other partners;
  • Providing a bi-monthly analysis of progress – in terms of national legislation and international commitments – related to the issue of equality and / or areas of work of the office;
  • Providing awareness raising or information sessions on legal aspects related to gender equality ;
  • Providing advice on the legal aspects of reports, studies or analyses;
  • Developing recommendations / advocacy notes based on these analyses;
  • Attending meetings and / or workshops, at the request of the UN Women team.

B) Deliverables:

  • A weekly summary report on any achieved progress;
  • A bi-monthly report containing the analyses results (cited in section 2. Terms of reference of the consultant);
  • Presentations made during awareness sessions and / or training sessions.

D) Institutional arrangement:

  • The Consultant will work under the direct supervision of the National Program Manager and will be responsible for completing the tasks and deliverables as mentioned above.

Evaluation Criteria:

Criteria Weight Technical: 70%

Only financial offers of consultants whose technical proposal has reached the minimum technical threshold of 49 and deemed compliant will be opened. Non-compliant proposals will not be eligible for later phases of the review.

The maximum number of points a consultant can get for their proposal is as follows:

Technical proposal: 70

Financial proposal: 30

Total number of points: 100

The technical committee will evaluate and rate the technical proposals according to the following criteria (max 70 points):

Only proposals that score a minimum of 49 points in the technical evaluation will be considered for the 2nd evaluation phase.

Financial: Lowest Financial Proposal: 30%

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30%.

 

Critères d'éligibilité

  • Master's degree or a PHD in legal sciences or law
  • Knowledge of legislation in particular the ability to analyze the conformity of national legislation with international standards related to Human Rights in general and to gender-based discrimination in particular;
  • Experience in content design and participation in conferences / workshops for advocacy and / or awareness raising purposes;
  • Experience related to Women's Rights on the theme of Women, Peace and Security;
  • Experience in extension and simplification of legal concepts and transmission to diverse audiences
  • Experience writing advocacy legal arguments.
  • Proficiency in oral French and Arabic is essential, fluency in English language will be an extra asset;
  • Good writing and synthesis skills.
  • Being able to work independently and in a team;
  • Excellent interpersonal and communication skills;
  • In-depth knowledge of Office software applications : Word, Excel, and PowerPoint;
  • Excellent organizational skills;
  • Professional ethics, respect for the confidentiality and the reserve necessary for the exercise of the mission
