INTERSOS – Tunisia Mission

National Staff Position

Position: Logistics Officer

Duty station: Tunis – Tunisia

Report to: Logistics Coordinator 

Status: Full time

 

Job Purpose:

The Logistics Officer has to support the activities of the projects with the resources, procedures and tools defined with the Logistics Coordinator, in order to facilitate achievement of the mission operational objectives, including but not limited to the following.

 

Specific Duties:

 

Supply

  • Oversee the implementation of and compliance with INTERSOS procurement procedures, policies and management tools and where necessary, propose improvements in accordance with INTERSOS procurement manual;
  • Do prequalification of competent suppliers (and periodically [bi-months] update the file of the suppliers concerning their legal status and working collaboration with INTERSOS) with the close supervision of Logistics Coordinator .
  • Make local purchases after all the necessary approvals have been finalized, in accordance with the INTERSOS procurement manual. Control the quality products and services provided, timeframes and the competitiveness of prices;
  • Prepare purchase orders for purchases in line with logistical and administrative needs;
  • Responsible for the administrative supervision of internal and external orders;
  • Oversee the conditions of acceptance of freight or materials arriving by road and the organisation and preparation (including packing and documentation) or materials to be shipped;

 

Stock

  • Monitor and follow up all the stocks and application of all procedures as per procurement manual;
  • Perform daily consumption checks and update stock cards;
  • Take a physical inventory of all INTERSOS stocks and goods, in accordance with the frequency defined with the Logistics Coordinator and share every month the stock balances including the distribution lists;

 

Assets

  • In carge of the production and updating of the all field assets inventory;
  • In carge for all field assets and their maintenance (for the entire staff and premises); 

Vehicles

  • Organise transport (weekly movement plan), in conjunction with the other departments, taking into account the needs of the projects and security considerations;

 

Telecommunications

  • Guarantee sufficient means of communication to meet communication needs;
  • Guarantee access to an emergency means of communication 24/7;
  • Ensure the proper operation, use, maintenance and management of communication equipment (Thurayas, mobiles and laptops, etc.).
  • Monthly update list mobiles contacts.

 

Security, access and authorizations

  • Act in coordination with the Head of Mission, the Deputy Branch Manager and the Logistic coordinator as the area’s security and access focal point.
  • Charged with the responsibility of getting the authorizations, access and security clearance for both internal and external operations in cooperation with the Liaison east Officer.
  • Archiving approvals/clearances and ensuring their full authorization with the cooperation of the liaison department
  • When authorized by the Head of Mission, represent INTERSOS in front of guests, local authorities and other entities.
  • Arrange for expat visits in terms of approvals and reporting.
  • Serve as a focal point for reporting incidents.
  • Together with the relevant security focal points and liaison officer(s), prepare regular reports on security and access.

 

INTERSOS Networking with other organizations

  • Maintain a network of contacts in own area of competence (partners, other NGOs, local authorities, suppliers, etc.); participate in logistics meetings with partners and other INTERSOS sections on the field;
  • Communicate daily with the Supervisor in order to ensure good understanding of each other’s activities and priorities.

 

Reporting

  • Prepare activity monthly reports for the Logistics Coordinator and ensure that data are regularly updated.
  • Immediately inform the Head of Mission, the Logistics coordinator and the Security Company of any information that has or could have an impact on the security of INTERSOS staff and / or properties.

 

General support logistics activities

  • Implement support activities (ICT, electricity, transport (by road and plane), put in place and respect of the security procedures) and any other logistical activities.
  • In charge for implementation of the technical solutions, policies and logistics procedures defined together with the Logistics  Coordinator , and ensure compliance with them;  
  • Ensure the correct use of tools and documents/formats inside logistics activities;
  • Ensure the proper use, monitoring, regular maintenance (in accordance with the INTERSOS standards) and protection of all projects infrastructures, installations and equipment;
  • Ensure the maintenance of all work and residential premises of the INTERSOS staff;
  • Ensure good living conditions for INTERSOS staff and compliance with the health and safety measures;
  • In the absence of the Field Coordinator and at the request of the Head of Mission, oversee security; and
  • Assure a minimum quality standard for all the visibility of the mission.

S/he will perform any other tasks requested by the supervisor in the framework of the activities foreseen by INTERSOS program in Tunisia.

Job Requirements:

  • At least 1 year of experience in logistics department in sub-office of INGO
  • Minimum BA in technical field (computer sciences, business administration, engineering, etc.) 
  • Demonstrated experience in procurement, supply chain management and fleet management 
  • Excellent computer skills (proven computer literacy, in particular Excel knowledge is a must) and good knowledge on computer soft and hardware 
  • Native Arabic – Excellent written and spoken English and French
  • Highly motivated, eager to learn and hard worker

 

Other requirements:

  • Holder of a valid Tunisian driving license (since minimum 1 year)
  • Strong team spirit, comfortable in a multi-cultural environment
  • Excellent analytical skills, observation and analysis capacity
  • Attention to detail and structured way of approaching tasks
  • Ability to plan ahead and output oriented
  • Able to ensure quick quality delivery in stressful environment
  • Very strong interpersonal skills: strong communication and diplomatic skills
  • Practical and problem-solver
  • Ability to deal with heavy work pressure
  • Readiness to commit and adhere to the values, mission and vision of INTERSOS
