The International Committee of the Red Cross (ICRC), Libya Delegation temporarily relocated in Tunis, is recruiting a Logistician for its office in Tunis. This is Tunis based position for ICRC’s operations in Libya.

 

Main responsibilities:

Warehouse management

  • Monitors the warehouse including monthly stock inventory for all assistance items in accordance with ICRC guidelines

  • Checks stock levels with the warehouse manager, updates on the database and reports to the Logistics Coordinator in order to enable him / her maintaining optimum stock levels

  • Coordinates with head of structures and assistance coordinators for their requests and informs the field accordingly.

  • Coordinates with warehouse manager vis-à-vis entry of stocks and missing/damaged items

  • Ensures that Claim reports have done for any stocks adjustment.

  • Ensures that packing Lists, Waybills and other relevant cargo accompanying documents are issued correctly and that Bin cards updated accordingly

  • Ensures that packing and loading plans are made in time according to applicable standard procedures

Purchasing

  • To assist Purchaser in Tripoli & Tunis in planning and purchasing activities.

  • Ensures supplier registration process is implemented in Libya and procedure is respected.

  • Ensure a good filing system for Procurement Request, PO files, Suppliers files, Products files has been done by purchaser

  • Ensure that requester respects financial procedures, especially regarding authorization of expenditure.

  • Coordinates with Logistics assistant vis-à-vis IMPEX and transport invoices payment.

    Supply Chain Management

  • Investigate, monitor and make recommendations for delayed supply chain processes.

  • Inquire on the order status with upstream logistics services

  • Ensure effective, efficient and consistent order fulfilment.

Statistics

  • Ensures that weekly and monthly reports are sent to Geneva and Manila.

  • Ensure all focal point for filing/archives system for Libya are in place.

  • Ensure monthly and yearly warehouses inventories are done on the monthly basis.

Fleet Management

  • Assists Logistics Coordinator in fleet management in LSU

    Customer service

  • Ensure that customers are provided with effective, efficient and flexible services according to the needs of programmes.

  • Act as a focal point in LSU for all customers on any logistics related matters.

  • Advise on specifications and availability of all items

  • Assure customers and ensure that all inquiries, requests, complaints and problems are taken and treated as quickly and efficiently as possible.

  • Good collaboration with all Logistics focal points inside Libya

Critères d'éligibilité

  • Post graduate higher education degree in the field of competence. Master’s Degree, Doctorate or Professional Degree is an asset.
  • 6-8 years of experience in related field.
  • Fluent with full knowledge in English and Arabic
  • Expert level in computer skills
  • Skilled in the following competencies: Adapting & Learning; Planning, Organization & Assessment; Communication (Ability to express views and ideas); Team Work; Responsibility & Autonomy;
  • Driving licence.
