General Information
The organisation
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid  organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural  disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to  uprooted people in order to help them recover their dignity and regain self-sufficiency. 

The association leads, on average, 190 projects each year in the following sectors of intervention: food security, health,  nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing  assistance to around 5 million people in 23 countries – in Africa, Asia, Middle East, Eastern Europe and France. 

Première Urgence Internationale has been operating in Libya since 2017, particularly in the regions of Benghazi and, from 2019,  in Al Kufra, to strengthen the resilience of the most vulnerable populations affected by ongoing crises, improve their access to  essential services. The organization’s intervention in the country is built upon an integrated approach combining the provision  of comprehensive primary healthcare services, psychosocial support, protection assistance, WASH activities, and infrastructure  and rehabilitation. Première Urgence Internationale develops public infrastructures’ rehabilitation and restoration in areas  affected by several years of conflict. Additionally, during the COVID-19 crisis in Libya, the organization adapted its intervention  to include Infection Prevention and Control and COVID-19 awareness activities.

 

Job Description
Overall objective
Under the supervision of Finance and Administration Manager (FAM) and the Deputy Logistic Coordinator, he/she is  responsible of a high standard HR, finance, administrative, logitics management and secretariat to the Libyan mission to ensure  that PUI activities are run in an effective and efficient manner in compliance with PUI and donors’ procedures.

  1. Finance management:

° Payments and procurements 

  • Responsible of the cash book and bank account books for Tunis Coordination under supervision of FAM Ensure proper financial/procurement management in respect of the local financial and tax regulations (Tunisian and Libyan): financial reporting, tax reporting…
  • Participate in the preparation of all bank payments in Coordination
  • Supervise a proper voucher archiving system (hard and soft copies) in coordination and field levels and supervise their transfer to HQ every 3 months as instructed by Finance Admin Coordinator

° Financial Follow-up 

  • Participate in internal and external donor’s audits preparation

2. Human Ressources Administrative management 

Prepare HR Files related to the expatriate visas and residencies in Tunisia 

Gather all the HR files documents needed in national staff HR files  

Follow-up procedure for all legal requirements for the international staff (Visa, work permit, security clearances,  Telex) and visitors going to Libya 

Is responsible of the HR management of the local staffs in Tunisia in respect of the local labor regulation: contracts,  induction on PUI process and internal rules, payroll, payment of income tax and social security, respect of the internal  rules and regulation 

Ensure the preparation of Perdiems and Housing allowance calculation for the international staff Prepare Tunis HR Database 

Participate in the recruitment process (Lead the 1st selection of the candidates and arrange the technical tests and  interviews, send job offer and contract under supervision of FAM and lead the briefing schedule) 

Ensure a proper and complete archiving system 

3. Support administration  

Support the FAM on NGO registration and other authorities’ registration in Tunisia (social security, tax, legal  representative) 

Ensure the translation of official documents if needed 

Prepare the payment of social security and taxes 

4. Support Logisitcs 

 ° Logistics procurements 

Coordination procurement: Assists in preparing all necessary documentation for handling procurement of goods and  services as assigned by the Deputy Logistics Coordinator and in accordance with PUI rules and regulations Field procurement: Preparatory work:  

Ensures procurement process is respected and finalized and liaises with the field team before submitting  procurement request to the DLog Co. 

Once all documents are in order and complete, prints all PR/PO and all procurement files for DLogCo to validate  the need and procurement process 

Liaises with PUI suppliers and service providers in Tunisia to request quotes, follows up on offers to ensure timely  and safe delivery of goods and services.  

 ° Stock and asset management for Tunis office 

Manage delivery of purchased stock and asset items to PUI Office arranging and optimizing their transport with  suppliers. 

Ensure all IT and communication equipment is kept functional and properly serviced 

Handle a Quaterly audit of Stocks and Assets in Tunis premises. 

 ° Reporting 

Assists the Deputy LogCo in collecting, checking, and compiling monthly logistics reports 

Performs other related duties requested by the DLogCO 

 ° Driving Staffs 

When instructed by the DLogCo, is responsible to drive PUI staff members, following PUI Movements SOPs, PUI  Drivers’ Code of Conduct and Tunisian traffic laws and regulations. 

Handles pick-ups / drop-offs of expat staff and visitors at the airport or facilitates the liaison with local taxi drivers. 

In General, the Employee has to remain flexible and to perform other duties as required for the good running of the mission. NB: This job description may be subject to modifications in the future, depending on the evolution of the activities. These  modifications will then be defined and discussed between the Employee and PUI

 

Required Profile
ESSENTIAL  DESIRABLE
TRAINING – University degree in administration,  accountancy and/or finance and/or HR – Driving License – PUI procedures knowledge
