The Libya Office of the British Embassy in Tunis has a vacancy for the position of Security and Stabilisation Programme Officer in the Libya Programme Team.

The main purpose of the role is to provide support to the Security and Stabilisation (S&S) Programme Manager and the rest of the Programme Team, both in Tunis and back in London, to assist in running the UK’s portfolio of programmes in Libya under the UK’s Conflict, Stability and Security Fund (CSSF), in particular leading on the management of all finances related to the Security and Stabilisation Programme and the management of at least two projects.

  • Background:

    Most UK assistance to Libya and to the Government of National Accord of Libya is delivered through the Conflict, Stability and Security Fund (CSSF) which is worth around £1 billion globally this financial year.

    The current Libya CSSF allocation for this financial year is £10.95 million. CSSF support to Libya currently sits across three pillars of projects – Political; Security and Stabilisation (S&S); and Economic.The Libya Programme Team is split across Libya Office Tunis (co-located with British Embassy Tunis whilst British Embassy Tripoli is currently closed) and London.We are seeking a motivated, flexible worker who can contribute their project management, financial and other skills in a fast-paced environment and in the context of an ever-changing set of circumstances in Libya.

    The job provides an excellent opportunity for someone with good project management and financial skills and a keen interest in politics, government and international relations.

    Main Duties and Responsibilities:

    • Lead project manager for at least two S&S projects, ensuring that the project delivers its expected objectives and working closely and collaboratively with the project implementer.
    • Lead on formal monthly and quarterly financial reporting to London on S&S projects; and the provision of financial updates regularly to the Libya Programme team Finance Manager.
    • Ongoing daily management of finances for the S&S programme, working with the other Programme Officers and the Finance Manager; keeping the Programme Manager and the Head of Programmes regularly updated.
    • Early identification, and resolution, of any financial problems or queries that arise, including through regular communication and meetings with implementing partners (e.g. NGOs, UN, etc) regarding their own financial reporting.
    • General programme support to the S&S Programme Manager and other team members, such as: representing the UK at UN and international donor meetings, and reporting back as needed; commissioning, collating and quality assuring project reporting/data; ad hoc team support tasks, etc.

    Key attributes sought:

    • Good stakeholder management – to build and maintain a strong network of contacts with national and international partners to strengthen co-ordination with, and complementarity of, UK activities.
    • Programme development – to identify new projects/partnerships/areas of work in support of UK objectives; and provide advice and assistance to colleagues and/or partners on developing new projects and submitting bids for CSSF funding.
    • Team player – to work collaboratively with staff across the embassy. This also means being willing to support other team members.

    Key Competencies required:

    • Managing a Quality Service – Effectiveness in this area is about valuing and modelling professional excellence and expertise to deliver service objectives and striving to improve the quality of service, taking account of diverse customer needs and requirements.
    • Delivering at Pace – Effectiveness in this area means focusing on delivering timely performance with energy and taking responsibility and accountability for quality outcomes.
    • Making Effective Decisions – Effectiveness in this area is about using sound judgement, evidence and knowledge to arrive at accurate, expert and professional decisions and advice.
    • Collaborating & Partnering – People skilled in this area create and maintain positive, professional and trusting working relationships with a wide range of people within and outside the Civil Service to help get business done.
  • Conditioned working hours are 40 hours gross per week. Standard working hours are from 08:00 am to 16:30 pm from Monday to Thursday, 08:00 – 13:00 on Fridays.

    The British Embassy  offers an attractive working environment and remuneration package for this role. Initial salary will be TND 2904 per month while on probation. Salary after probation is TND 3594.

    The successful candidate will be subject to a 90 day probationary period.  The appointment is also subject to satisfactory local and UK security clearances.

  • Strong organisational skills
  • Computer literate, especially in Microsoft Office (Word, Excel, PowerPoint, and Outlook).
  • Ability to be a team player, flexible, and work at pace to tight deadlines
  • Ability to build a good network of contacts both inside and outside of the Embassy.
  • Experience working in or on fragile stages
  • Knowledge of the Middle East and North Africa region
  • Knowledge of the FCO systems
  • Arabic written and verbal communication skills.

  • Candidate must be eligible to work and reside in Tunisia immediately.
