Project: Trans-Tunisia Hiking Trail

Tunisia has long been an attractive and a bargain tourist destination for European travelers. It is known for its all-inclusive packages including airfare and hotel. Most European tour operators that control international tourist arrivals, target coastal cities known for their golden beaches, sunny weather, and affordable luxurious hotels.

Recently, Tunisia has initiated policy dialogues to reconsider its tourism strategies amidst the new global trends and to think about ways to promote new forms of tourism that encourage the creation of sustainable tourism projects based on cultural and environmental alternative tourism. Tunisia’s tourism industry is in an urgent need for strengthening and diversifying the quality of products and services offered to meet the new customers’ aspirations and needs.

Travelers seeking nature and recreational/adventure experiences are an opportunity, they represent a fast-growing market globally and are becoming more resilient, being less affected by the political unease of the region. Such travelers are primarily interested in experiencing the natural attractions by engaging in physical outdoor activities such as walking, hiking or cycling which creates increased opportunities for economic benefits to the local communities.

The current project is considering the challenging situation of the tourism industry and tapping into the potential of the hiking activities as a sustainable and creative way to promote alternative tourism, revitalize the country’s inland cities and rural areas and generate new opportunities of sustainable employment for Tunisian youth.

This project is implemented in partnership with The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), under the Tounes Wijhetouna programme, co-funded by the European Union and Federal Ministry of Economic Cooperation and Development (BMZ)


The project aims to promote the growth of Tunisia’s alternative sustainable tourism products and their contribution to employment. In collaboration with public and private partners and representatives of the civil society, the project aims to strengthen the tourism offer by improving the quality of products and services offered by alternative tourism activities. The project aims to implement an innovative and demand-driven approach to build the capacity of major actors in alternative tourism.


Leaders International (LI) is hiring a Legal Advisor to assess the legal framework in Tunisia’s hiking trail project. The Advisor will provide legal advice and support to the project’s team and collaborate with government entities. The role requires expertise in trail development legalities and proactive problem-solving.


• Licensing and Regulatory Compliance:

Collaborate with the project team and local governance units to prepare licenses for each selected hiking site.

Ensure all necessary legal documents and permits are obtained for the trail development.

Engagement with Local Authorities:

Liaise with local authorities and stakeholders to obtain required authorizations and permissions for trail development activities.

Facilitate communication between the project team and governmental bodies to ensure compliance with regulations.

Legal Support for Infrastructure Development:

Provide legal guidance on the improvement of hiking trails’ infrastructure.

Ensure compliance with legal standards and regulations during the implementation of infrastructure enhancements.

• Contract Drafting and Review:

Draft and review contracts with vendors involved in trail development, ensuring legal protection for the project and adherence to agreed-upon terms.

Provide legal advice on contract negotiations and dispute resolution mechanisms.

Intellectual Property and App Development:

Offer legal counsel on the development of the mobile application, including intellectual property rights, user agreements, and data protection compliance.

Ensure legal protection of the app’s content and functionalities.


• Comprehensive legal reports on licensing, regulatory compliance, and contracts.

• Legal guidelines and documents related to infrastructure development and improvement.

• Reviewed and approved contracts.

• Regular updates on legal compliance and recommendations for addressing legal challenges.


The Legal Advisor will be engaged for the duration of the project (12 months), ensuring continuous legal support and compliance from the planning phase to the completion of all outlined outcomes.

Critères d'éligibilité

  • Education: A Bachelor\'s degree in Law is the minimum requirement. A Master\'s degree in Law is highly desirable.
  • Minimum of 10 years of practical experience in legal advisory roles, preferably with a focus on environmental law, land use regulations, or project development. Experience in handling trail development or similar projects is an advantage.
  • In-depth understanding of the Tunisian legal system, environmental regulations, and permits related to trail development and outdoor recreation projects.
  • Experience in drafting various types of contracts, including vendor agreements, licenses, and partnership contracts.
  • Familiarity with digital tools and platforms used for legal research, documentation, and communication.
  • Proficiency in French, English, and Arabic languages (spoken and written) is essential.
  • Willingness to work collaboratively within an interdisciplinary team and adapt legal strategies to project requirements.
